OPEN public hearing and receive testimony on the Housing and Community Development Advisory Committee recommendations for the use of 1995/96 Community Development Block Grant Funds; and 2 . ' CLOSE public hearing and consider the Proposed Statement of Objectives and Projected Use of 1995/96 Community Development Block Grant Funds, and Adopt Final Statement of Objectives and Projected Use of Community Development Block Grant Funds; and 3 ASSURE AND CERTIFY that the County will comply with the regulations, policies, guidelines, and requirements with respect to the acceptance and use of federal funds for those federally assisted program, and give assurances and certify compliance with the attached list of certifications (Exhibit C) ; and 4. AUTHORIZE the Chair, the Director of Community Development , the Deputy Director of Redevelopment, or their designee to execute the appropriate documents for transmittal to the Department of Housing and Urban Development; and 5. REFER consideration of alternative citizen advisory committee structure to replace the current Housing and Community Development Advisory to the appropriate Board Committee; and 6. REQUEST the Community Development Department to prepare a report and recommendation on alternative structures. The primary intent of the CDBG program is to benefit low and moderate income persons in the Urban County. (The "Urban County" comprises the unincorporated County and all cities except, Antioch, Concord, Pittsburg, Richmond and Walnut Creek. ) The 1995/96 CDBG, projects recommended by the Housing and Community Development Advisory Committee (HCDAC) provides funds that will be utilized to primarily benefit low and moderate income persons and special needs populations. The HCDAC held 14 public meetings, which included presentations by the project sponsors. A total of 163 proposals requesting approximately $8. 4 million were received and considered (Exhibit A) . At its meeting of January 4, 1995, the HCDAC considered sub-committee recommendations and public comment to formulate its final recommendations for consideration by the Board of Supervisors (Exhibit B) . The final recommendation of the Committee has been published as the Proposed Statement of Community Development Objectives and Proposed Use of Funds for 1995/96. II Board of Supervisors Considerations On December 14, 1993 the Board of Supervisors adopted Funding Guidelines for CDBG funds. The Funding Guidelines require the following: Cateaory of Use Percent of Grant HOUSING 50% Housing Programs/Projects 35% Housing Development Assistance Fund 15% PUBLIC SERVICE 15%* ECONOMIC DEVELOPMENT 15% OPEN 5% PROGRAM ADMINISTRATION 13 CONTINGENCY 2% Total 100% * Statutory Cap The contingency account for the Board of Supervisors to allocate subsequent to your public hearing is $84, 340. In addition, The Community Development Department does not need the full amount stipulated for program administration and is recommending that an additional $21,210 be allocated by the Board of Supervisors subsequent to your hearing. Therefore, the TOTAL AMOUNT AVAILABLE FOR THE BOARD OF SUPERVISORS TO ALLOCATE IS $105, 550. Up to $77, 250 of the funds may be used for public service programs and still comply with the statutory cap. Of course, the Board may also reprogram funds recommended by the HCDAC should it desire to do so. In order to begin the program year on time, the Board must approve the Final Statement for transmittal to HUD before February 15, 1995. III Citizen Advisory Committee Structure The Board's Internal Operations Committee is currently reviewing the responsibilities and jurisdictions of housing related committees in the County. This review is being conducted as part of the National Performance Review Committee report process. The responsibility of the Housing and Community Development Committee among others, is being reviewed by the Internal Operations Committee. The current advisory Committee structure has existed since 1984. The HCDAC has done a tremendous job under difficult circumstances, i.e. , needs far outstripped available resources. Since the HCDAC was established the County has witnessed a continuing evolution of federal funding in affordable housing. New block grant programs such as the HOME program have appeared. The current Administration and Congressional dialogue on reforming the U.S. Department of Housing and Urban Development and its programs appears to emphasize additional block grant approaches particularly in the housing finance area. Major modifications in CDBG regulations in the Economic Development area have occurred which reflect an increased emphasis on this area of funding. Housing and economic development continues to be areas of emphasis of your Board. Given this evolving situation it is being recommended that the citizen committee structure be evaluated. The staff recommendation is to refer consideration to a Board Committee for a report, and recommendation. This referral could be made to the Internal Operations to be incorporated in the National Performance Review Committee process, or to the Family and Human Services Committee, particularly the Public Service aspect. I would like to urge you to reinstate the $10, 000 figure that was originally recommended by a most dilligent County staff who gave time and expertise to oversee our proposal . WCSSN is composed of a group of volunteers, clients, and small staff who care very deeply about the needs of frail elders in our community. Please give us the opportunity to continue offering in a quality manner the essential supervisorial skills needed to select, match, coordinate and evaluate our volunteers,___- _ in order to be able to provide necessary transportation errands like food shopping and medication pickup; and one on one personal escorts to doctor and hospital appointments that make the huge effort put out by very frail elders just a little easier. We are most appreciative of the support the County has provided us and look forward to continuing to enhance the lives of isolated and vulnerable elders in our County. I would like to take this opportunity to personally invite each of you to our 3rd annual Senior Night Out on Wed May 24 . We ask that you join us and become a Senior Escort Volunteer that evening by accompaning a senior to the event ! We hope it will be for our elders and for all of us a very special evening to celebrate . We want for this "Night on the Town" to become a true "Night to Remember" ! Thank you.
