AMEND the Board Order dated January 10, 1995 making appointments to Committees and regional organizations to delete Supervisor Jim Rogers as the County' s representative to the Bay Conservation and Development Commission (BCDC) and instead appoint Supervisor Jeff Smith as the County's representative to BCDC, effective January 10, 1995 through December 31, 1995 . 2 . APPOINT Norman La Force, the Mayor of E1 Cerrito, as the alternate to Supervisor Jeff Smith on the Bay Conservation and Development Commission (BCDC) effective January 10, 1995 through December 31, 1995, replacing Harvey Bragdon, Community Development Director. BACKGROUND: Contra Costa County has a seat on BCDC, to which I was appointed on January 10, 1995 . In discussing this with Supervisor Smith, I believe that it would be more appropriate for Supervisor Smith to serve as the County' s representative on BCDC. Supervisor Smith has agreed to serve as the County's representative instead. Each alternate shall be designated in a written instrument which shall include evidence of the confirmation by the appointing power and the alternate's name shall be kept on file with the commission. . . .Each alternate shall have the same qualifications as are required for the member who appointed the alternate, except that each county representative may designate as an alternate a public official whom the appointing power deems qualified to represent the county. [emphasis added] . The County Counsel 's Office agrees that Mayor La Force is a "public official" for purposes of this section. All that remains is for the Board of Supervisors (the appointing power) to agree that Mayor La Force is qualified to represent the County and to concur in his appointment as my alternate on BCDC. I believe strongly that we should open up some of the boards, committees and commissions on which we serve by utilizing community representatives, where this is possible and appropriate, to represent us as an alternate when we are unable to attend a meeting. For this reason, I am recommending that Mayor La Force be appointed as Supervisor Smith' s alternate on BCDC.
