RANDOLPH W.LEPTIEN The Mt . View Sanitary District is a small .publicly owned
ENGINEER treatment works, located approximately 35 miles northeast of
San Francisco. The District was established in 1923 and
serves a population of 25, 000 . Despite our small size, we
are proud to be the first public treatment facility in
Northern California to utilize ultraviolet light for full
scale disinfection of wastewater. This method of
disinfection eliminates the use of gaseous chlorine and
several other acutely hazardous materials that threaten the
environment . Our primary concerns in employing this
technology were to increase safety for our workers and the
community and to safeguard the environment . This new system
has already saved the taxpayers of our district hundreds of
thousands of dollars and has the potential to save more .
This project was a major undertaking for us in which we
needed to win approval from the San Francisco Bay Regional
Water Quality Control Board and the California State Health
Department based on studies performed in our own treatment
facilities . This state-of-the-art ultraviolet disinfection
method proved to be as effective as chlorination and meets
EPA requirements .

We have tried to take a leading role in fighting pollution
and saving taxpayer dollars in other areas too. The
California Energy Commission recently selected us as a
"Technology Showcase, " citing our innovative use of motors .
We publish a regular newsletter on pollution prevention and
offer an educational program to elementary schools .
We hope your busy schedule will allow you to attend our
February 25, 1995, ceremony as recognition of what "little
guys" like us are doing to preserve the environment and save
tax dollars. If you are unable to attend, we very much hope
that you can send a representative and provide us with a
message of support . Please let us know by February 13, 1995,
who from your office will be attending the dedication
ceremony.
