Martinez, CA 94553 Re: Proposed Private Rural Road Design Standards Board of Supervisors : The members of the Contra Costa County Farm Bureau are very concerned about the adoption of the "proposed policy for rural road design standards" . We have met with Mr. Mitch Avalon of the Public Works Dept''. and some minor changes have been made to the original draft . We believe that the current proposal is still unreasonably restrictive and impractical. There are existing paved county roads that do not currently meet these standards and it will be very costly to bring these roads into compliance. As these proposed, standards are based on the recommendations of the California Dept . of Forestry, we are concerned that at some time in the future, the CDF will demand that all the roads in the State Responsibility Area will have to comply with our ordinance standards. They may then refuse to accept responsibility for wildland fire suppression assistance to our fire districts. Current design standards are more than adequate to meet the present needs of the community. We believe that these proposed standards are a well meaning effort , but they impose a costly, radically restrictive ordinance on the rural areas of our county. It has almost no support in the rural community. We request that you do not adopt these new rural road design standards as Contra Costa County policy. Sincerely, Bill Morgan, Committee Chairman CONTRA COSTA COUNTY FARM BUREAU BM: ac cc: All Supervisors
