SUBJECT: Authorize Contra Costa County Private Industry Council to Apply for a Grant
from and Enter into an Agreement with California Small Business Development
Center Program to operate Small Business Development Center in Contra Costa.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION
I. RECOIrIlr MED ACTION
Authorize the Executive Director, Contra Costa County Private Industry
Council, to apply for a grant, on behalf of the County, from the
California Small Business Development Center Program to operate a Small
Business Development Center in Contra Costa County in the amount of
$275,000, for the period of April 1, 1995 through December 31, 1995,
with the intended location at 2425 Bisso Lane, Concord, California, and
upon notification from the California Small Business Development Center
Program of award of grant funds, authorize the Executive Director,
Contra Costa County Private Industry Council, on behalf of the County,
to enter into an agreement with the California Small Business
Development Center Program to operate a Small Business Development
Center in Contra Costa County, and to execute program and business
documents related to the grant.
II. FINANCIAL IMPACT
No General Funds required. Minimum cash match requirement of $25,000
will come from Contra Costa County Redevelopment Agency, with an
additional minimum supplement of Job Training Partnership Act federal
funds in the amount of $30,000.

III. REASONS FOR RECOMMENDATION/BACKGROUND
On January 3, 1995, a Request for Proposals was received from
California Trade and Commerce Agency's California Small Business
Development Center Program. The due date for submission of a proposal
is 12:00 p.m. on February 15, 1995.
The Small Business Development Center program is nationwide,, through
the federal Small Business Administration. In California, the
California Small Business Development Center Program was established in
1985 in the Office of Small Business under the California Trade and
Commerce Agency. The goal of the program is to provide comprehensive
services to small business owners and individuals interested in
starting businesses resulting in the increase of job opportunities and
local revenues. Direct services are provided by local centers who
receive, state funding and certification from the California Small
Business Development Center Program. Currently, there are twenty-four
local centers providing services in the state
The California Small Business Development Center Program has designated
$250,000 for the establishment and operation of a Small Business
Development Center in Contra Costa County for the period of April 1,
1995 through December 31, 1995. Funds are available on a calendar year
basis. According to California Trade and Commerce Agency, it is
anticipated that once the grant is awarded, it will be renewed yearly
based on program compliance and review. A minimum cash match of 10%,
or $25,000, is required. This amount may be public or private funds,
but must not be federal funds. The total budget amount is $275,000,
with $250,000 from the California Small Business Development Center
Program and $25,000 non-federal cash match.
