ADVISORY COMMITTEE

RECOMMENDATIONS:
1 . AGREE to provide the Juvenile Systems Planning Advisory
Committee with additional time in which to complete work on
their final report to the Board of Supervisors .
2 . REQUEST the Juvenile Systems Planning Advisory Committee to
present their final report to our Committee on Monday,
September 26, 1994 at 10 : 00 A.M.
BACKGROUND:
On January 11, 1994, the Board of Supervisors requested the
Juvenile Systems Planning Advisory Committee to make further status
reports to the Internal Operations Committee, with the next status
report to be made in June, 1994 .
On June 27, 1994, our Committee received and reviewed the attached
memo from Chris Adams, Co-Chair of the Committee, in which the
Committee is asking to have until September, 1994 to complete work
on their final report.
We are recommending that the Juvenile Systems Planning Advisory
Committee be given until September 26 to complete and present their
report to our Committee.

COMMITTEE
The Board of Supervisors established the Juvenile Hall Replacement
Advisory Committee June 16, 1992 to develop a work plan for
replacing or remodeling Juvenile Hall . The Committee has been
meeting regularly and has made periodic status reports to the
Internal Operations Committee. Committee members developed a
profile of youth in custody and determined an ideal placement or
setting for each youth, developed population projections and
assumptions, assessed the physical capabilities of the current
Juvenile Hall and compared the operations of the Hall with other
juvenile halls in California, and hired a programming consultant to
develop a program for a new and/or remodeled juvenile hall . The
County Administrator obtained a small technical assistance grant
from the National Institute of Justice to provide guidance to the
committee in assessing current policies and procedures related to
Probation' s current risk assessment process and design and
implementation of community alternatives to detention.
The Board of Supervisors expanded the role of the Advisory
Committee (April 12, 1993) to include defining a philosophical
framework to guide juvenile justice in Contra Costa County and
consider ways in which Probation services can be integrated with
all other human services at the County level . The Committee held
a conference with assistance from the County Office of Education
and developed a vision statement for the juvenile justice system
which the Board referred to the Services Integration Project
(January 11, 1994) .
Also on January 11, 1994, the Board of Supervisors endorsed the
Committee's report, dated December 13, 1993 . The report contained
a description of the need for locked and unlocked detention and
treatment beds and non-institutional community-based programs .
This description is referred to as the Recommended Continuum of
Care for Current Population of Juveniles Under Supervision. The
Board renamed the Committee the Juvenile Systems Planning Advisory
Internal Operations Committee

Committee and authorized the continuation of the Committee until
December 31, 1995. The report is serving as the working plan for
the Committee for the next two years . The Board has requested
status reports from the Committee at six month intervals .
Since January 1994, the Advisory Committee has met with the
programmer in four two-day workshops . These workshops have covered
topics including: programs and services, facility occupants and
users, circulation, security, staffing, site developmentcriteria,
design objectives, space requirements, space relationships, ambient
environment, furnishing criteria, equipment and systems . The
programmer has also met with representatives of the Juvenile court,
the District Attorney, the Public Defender, Probation, and General
Services . The programming sub-committee includes representatives
from Juvenile Hall staff. As part of the work, a field trip was
taken by these staff members and the programmer to demonstrate
different architectural variations and detail solutions to problems
discussed during many of the interviews and architectural
programming sessions . The group visited four facilities in
Colorado and Washington over a two-day period. The visits will
assist the programming effort to reach decisions on housing unit
layout, intake and release, visitation, recreation space, food
service, education and mental health and medical programs and
space.
The Advisory Committee also established a special sub-committee to
assess needs in the_ west and east areas of the County. The
Committee studied population growth patterns and juvenile arrest
patterns and interviewed local law enforcement and community
representatives . The sub-committee members developed a concept,
endorsed by the entire Advisory Committee, for intake, detention,
and assessment and referral in the central, east and west areas of
the County.
The Alternatives to Detention sub-committee is continuing to
estimate costs for the programs recommended in the continuum of
care and is assigning priorities to program implementation.
Committee members are working on a proposal for implementing an
electronic monitoring program for juveniles in conjunction with the ,
current adult program operated by the .Sheriff's Department.
The Advisory Committee requests a date in September 1994 to present
a detailed report and recommendations to the, Internal Operations
Committee regarding the above described work. The programming
document will be presented to the Advisory Committee in July 1994
and the committee members need time to review the document. The
continuum of care cost report and the regional facilities concept
paper will also be available. We anticipate that presentation and
discussion of the report at one of your September meetings will
take at least one hour.
