DECLARE vacant Seat #2 on the Human Relations Commission, effective July 12, 1994, previously held by Rebecka Garcia, due to Ms . Garcia' s reported resignation. BACKGROUND: The Human Relations Commission consists of not less than 15 and not more than 20 members . There are currently 17 seats filled. The remaining seats have never been filled since the Commission was reconstituted last December. The Commission has asked that the three remaining seats be filled. There are also two resignations pending acceptance by the Board of Supervisors, one of which is on the Consent Calendar for July 12, 1994 and the other of which is reflected above. Extensive recruitment has been undertaken and a number of applicants have been identified. Some 17 applicants were invited to interviews with our Committee on July 7, 1994 . We interviewed the eight applicants who appeared for the interview and reviewed the applications of the other applicants who were unable to appear for the interview. We were very impressed with the attitude, concern, dedication and diversity displayed by the applicants . We have selected the above individuals for appointments from among the group of applicants . We sincerely hope that the Human Relations Commission will involve the other applicants in the work of the Commission. We were very disappointed to learn from the County Counsel that we are unable to appoint Leslie Young to a regular seat on the Human Relations Commission in view of the prohibition in Government Code S 1020 . We are, therefore, inviting Ms . Young to serve in an unofficial capacity until her 18th birthday. We very much hope to be able to appoint Ms . Young to a regular seat on the Commission as soon as possible after her 18th birthday. We have delayed for a few days the effective date of the appointment for Dr. Manning because of the need for the ten day period to run for posting of unscheduled vacancies . This still leaves Seat #2 vacant because we are unable to appoint Ms . Young.
