Consider a Board Workshop on Library financing and operations involving the Library Commission, the cities and other interested parties to be held in July. BACKGROUND: On June 27, the Finance Committee was updated on financing, operational, and legislative matters by library staff. The Committee decided to recommend that the Board consider a workshop on library issues to discuss the financial and operational concerns raised by the Library Commission, some cities and other parties over the last several weeks. Also, the Committee determined that the library financing issue be placed on the July 18 Finance Committee agenda for further review. Recent reports generated by the Committee are attached. Support a Special Tax and a County Service Area Assessment with an advisory vote as the best options for a permanent financing source for the Library. (Options one and four on Attachment B) 2. Establish a preliminary tax or assessment amount of between $19 to $25. 3. Request the County Librarian to further define where the additional resources will be allocated in terms of branch and outlet locations. 4. Enhance efforts to develop a consensus for a tax or assessment with the Library Commission and the cities. 5. Refer this item to the Finance Committee for further study and recommendation at the June 27 meeting. BACKGROUND: On May 9 and May 23, the Finance Committee pending legislation related to Library financing and explored other financing options. On May 24, the Committee reported its tentative findings to the Board of Supervisors (See Attachment A). Finally, on June 13, the Committee reviewed financing and allocation options and requested staff to provide further information on June 27. What follows is a presentation of the issues and information requested by the Committee. .Attachment B outlines four important considerations of the three financing options deemed has highest priority by the Committee. The utility user tax was deemed to be the least desirable in the context of library financing and is not included. Attachment C presents various service levels which could be financed at several assessment or tax amounts. Finally, Attachment D details the revenue calculation by parcel use code. C T: May 24, 1994 PERMANENT FINANCING OPTIONS FOR THE COUNTY LIBRARY S;-CiFIC REOUEST(S)OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1 Consider recommending one or more permanent financing sources for the Library to the Board of Supervisors from the list below. a. A parcel assessment to be placed on the November Election ballot, similar to Measure B, which will require a 2/3 affirmative vote, b. A Utility User tax, either for the unincorporated area or the unincorporated and incorporated areas, to be adopted by the legislative bodies of the respective jurisdictions. As an alternative, the tax could be placed on the .November election ballot as an advisory measure, C. If pending legislation becomes law, a benefit assessment to be placed on the November Election ballot which will require a majority affirmative vote. d. . The establishment of a County Service Area for the Library which will have the authority to levy fees, and which is currently being planned in Santa Clara County, 2. In considering a recommendation for a permanent financing source for the Library, adopt the following selection criteria: a. likelihood of support among the cities and the County; b. capability of generating sufficient amounts of revenue; C. adequate flexibility to utilize new revenues to resolve service demand concerns; d. relative importance of adopting a solution during fiscal 1994-95, which may not be the most desirable and delaying action so as to select a more desirable alternative in the long term. 3. Request the County Librarian to discuss with Senator Roberti, or his staff, an amendment to SB 1448 which would allow agencies to conduct an assessment engineering study, public hearing and placement of a benefit assessment on the November ballot prior to SB 1448 becoming law. 4. Direct the County Administrator and County Counsel to initiate the necessary steps to prepare a library finance ballot measure for the November election. 5. Direct the County Counsel to review the steps required and legal implications of utilizing the County Service Area as a vehicle for library financing, 6. Direct the County Librarian to prepare a plan identifying how and where new resources will be allocated if a new source of financing is secured, 7.
