FISCAL DAPACT No General Funds are involved. HOPWA funds are allocated by formula, through the U.S. Department of Housing and Urban Development (HUD)to the combined jurisdictions of Contra Costa County and the cities of Antioch, Concord, Richmond and Walnut Creek. BACKGROUND/REASONS FOR RECOMMENDATIONS HOPWA funds are allocated to Contra Costa Entitlement Jurisdictions by formula through HUD. As agreed by the Jurisdictions, $200,000 of the FY93 allocation was reserved for the development of affordable rental housing for lower-income ambulatory people with HIV/AIDS. The County has documented a need for such housing. As of March, 1994, there were 1,282 reported cases of AIDS in Contra Costa County. A 1993 County Health Services Study indicated that 38% of 558 Ryan White CARE Act recipients had incomes of less than $600 per month, and an additional 45% had incomes between $600 and $900 per month. Amara House, a residential shelter for up to six homeless men and women located in the City of Richmond is currently the only facility in Contra Costa County which provides residential shelter for people with HIV/AIDS. On behalf of the Entitlement Jurisdictions, the Community Development Department conducted a competitive application process for the allocation of these funds. Following a detailed review and discussion of this application, Contra Costa County and the other Entitlement Jurisdictions (Cities of Antioch, Concord,Richmond, and Walnut Creek) agreed to provide $200,000 in HOPWA funds to Shelter, Inc. for the acquisition of an existing apartment building for use in providing affordable rental housing to lower income people with HIV/AIDS. A minimum of 4 units will be reserved for individuals with HIV/AIDS and all units will be affordable to and occupied by very-low and low- income households. The HOPWA funds will be provided in the form of a low-interest deferred loan with affordability and use restrictions, and a term of 20 years. The loan will be forgivable with an additional 20 years of required use and affordability restrictions. An allocation of $95,000 in County HOME Investment Partnership Act funds will be provided to this project through the County Housing Authority Rental Rehabilitation Program for use in rehabilitating all 8 units.
