Recommended Action:' 1. ACCEPT Preliminary Engineer's report for County Service Area M-8; 2. ADOPT Resolution of intention to levy street lighting service charges in County Service Areas for Fiscal Year 1994-1995; 3. SET August 2, 1994 at 11:00 a.m. in the Board Chambers, Room 107 at 651 Pine Street, Martinez, California, as the time and place for public hearing on the question of levying the proposed service charges; and 4. The Clerk of The Board is hereby Directed to give notice of said hearing pursuant to Section 6066 of the Government Code. II. Financiallmaact: The levy of annual street lighting charge will raise about $585,000 to be used solely for street lighting and electrical charges. July 12, 1994 Page Two III. Reasons for Recommendations and Background: The proposed levy of annual street light charges benefits all property owners within the county service area by providing street lighting during hours of darkness. The Board of Supervisor's on October 31, 1978, instructed the Public Works Director to develop an alternate means to°Ad Valorem tax to fund street lighting in County Service Area M-8. This action provides for the continuation of assessments to provide street lighting as provided for in County Service Area M-8 (Government code, Section 25210.1 and following) an in accordance with Ordinance No. 79-42 adopted by the Board of Supervisors on March 27, 1979. IV. Consequences of Negative Action: Street Lighting will have to be selectively eliminated throughout the County to meet decreased funding levels. Adopted this Resolution on July 12, 1994, by the following vote: AYES: Supervisors Smith, Bishop, DeSaulnier, Torlakson and Powers NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 94/ 357 SUBJECT: INTENTION TO LEVY STREET LIGHTING SERVICE CHARGES IN COUNTY SERVICE AREAS FOR FISCAL YEAR 1994-1995. The Board of Supervisors of Contra Costa County RESOLVES THAT: This Board hereby approves the recommendation of the Public Works Director that the Board levy street lighting service charges under the provisions of County ordinance No. 79/42 within the boundaries of County Service Area M-8 (Discovery Bay). This Board hereby DECLARES its intention to approve the Engineers Tentative Report and to levy and collect street lighting service charges pursuant to County Ordinance No. 79/42. The purpose of the service charge is to finance public street lighting within County Service Area M-8. The Preliminary Engineers Report, on file with the Clerk of this Board, contains a list of the County Service Areas, the method used to determine the service charge, the identification of each parcel of real property subject to a service charge and the amount of the proposed service charge for each County Service Area. This Board will hold a hearing on August 2, 1994, at 11:00 a.m. in the Board's Chambers, County Administration building, Martinez, California, on the question of levying the proposed service charges. -- 1 hereby ceRlty that this is a true and�rrect copy of an action taken and entered on the minutes of the Board of Supervisors on Vo date shown.
