SUBJECT: ACCEPT PRELIMINARY ENGINEER'S REPORT FOR COUNTY SERVICE AREA L-100
AND ADOPT RESOLUTION OF INTENTION TO LEVY STREET LIGHTING SERVICE
CHARGES FOR FISCAL YEAR 1994-95, SET A HEARING ON AUGUST 2, 1994 AND
DIRECT THE CLERK OF THE BOARD TO GIVE NOTICE OF SAID PUBLIC HEARING.

I. Recommended Action:
1. ACCEPT Preliminary Engineer's report for County Service Area L-100;
2. ADOPT Resolution of intention to levy street lighting service charges in County Service Areas
for Fiscal Year 1994-1995;
3. SET August 2, 1994 at 11:00 a.m. in the Board Chambers, Room 107 at 651 Pine Street,
Martinez, California, as the time and place for public hearing on the question of levying the
proposed service charges; and
4. The Clerk of The Board is hereby Directed to give notice of said hearing pursuant to Section 6066
of the Government Code.
II. Financial lmpact:
The levy of annual street lighting charge will raise about $585,000 to be used solely for street
lighting and electrical charges.

ACCEPT preliminary engineer's report for county service area L-100 and ADOPT resolution of intention
to levy street lighting service charges for fiscal year 1994-95, set a hearing on August 2, 1994 and
DIRECT the clerk of the board to give notice of said public hearing.

III. Reasons for Recommendations and Background:
The proposed levy of annual street light charges benefits all property owners within the
county service area by providing street lighting during hours of darkness. The Board of
Supervisor's on October 31, 1978, instructed the Public Works Director to develop an
alternate means to Ad Valorem tax to fund street lighting in County Service Area L-100. This
action provides for the continuation of assessments to provide street lighting as provided for
in County Service Area L-100 (Government code, Section 25210.1 and following) an in
accordance with Ordinance No. 79-42 adopted by the Board of Supervisors on March 27,
1979.
IV. Consequences of Negative Action:
Street Lighting will have to be selectively eliminated throughout the County to meet
decreased funding levels.

RESOLUTION NO. 94/ 358
SUBJECT: INTENTION TO LEVY STREET LIGHTING SERVICE CHARGES IN COUNTY
SERVICE AREAS FOR FISCAL YEAR 1994-1995.
The Board of Supervisors of Contra Costa County RESOLVES THAT:
This Board hereby approves the recommendation of the Public Works Director that the Board
levy street lighting service charges under the provisions of County ordinance No.79/42 within
the boundaries of County Service Area L-100 (County Wide).
This Board hereby DECLARES its intention to approve the Engineers Tentative Report and
to levy and collect street lighting service charges pursuant to County Ordinance No. 79/42.
The purpose of the service charge is to finance public street lighting within County Service
Areas L-100.
The Preliminary Engineer's Report, on file with the Clerk of this Board, contains a list of the
County Service Areas, the method used to determine the service charge, the identification of
each parcel of real property subject to a service charge and the amount of the proposed
service charge for each County Service Area.
This Board will hold a hearing on August 2, 1994, at 11:00 a.m. in the Board's Chambers,
County Administration building, Martinez, California, on the question of levying the proposed
service charges.
