Alexeeff: Julie Pierce Tom Torlakson As you know, the Authority did not approve the County's Growth Management Compliance Checklist at its June 15 meeting, instead requesting that Darrel"Jay Tucker the discussion be continued to July. Consistent with Authority procedures, we will Hermann Welm review this issue at the Authority's PGA Committee on July 6, and anticipate a Robert K.McCleary ful.1 discussion on July 20. Executive Director To facilitate those discussions, we believe it would.be helpful for the County to clarify its position regarding issues raised on June 15. We believe the most critical issues to be addressed are: • Performance Standards. Does the recent tentative ruling in the East Bay Municipal Utility District lawsuit against the County invalidate any of the following: (a) the Dougherty Valley General Plan Amendment; (b) the County's Growth Management Element (GME) of its General Plan; and/or (c) the approach taken in the GME to performance standards, where the County has indicated thatit will meet those standards in its approval process for individual specific projects? • Housing_Element Compliance. If the Dougherty Valley General Plan Amendment is invalidated, would the County still be in compliance with State Housing Element law, given the loss of the proposed affordable housing in Dougherty Valley? • Traffic Service Objectives on Regional Routes. How does the settlement agreement worked out with .Danville and San Ramon on the Dougherty Valley lawsuit address the issue of traffic service objectives on routes of 1340 Treat Blvd. regional significance? Explain your perspective concerning how.the Suite150 settlement agreement satisfies the objectives of the Action Plan process Walnut Creek for multi-jurisdictional planning for Routes of Regional Significance. Any information beyond that preliminary response for the Authority meeting would be needed by July 12.
