Martinez, Executive Director cc: SUBJECT: AUTHORIZE EXECUTIVE DIRECTOR TO NEGOTIATE TERMS FOR AND ENTER INTO AN AGREEMENT FOR USE OF LAND FOR MIGRANT HEAD START PROGRAM WITH STANISLAUS COUNTY OFFICE OF EDUCATION AT CA011004,LOS NOGALES, BRENTWOOD I. RECOMMENDATION: AUTHORIZE the Executive Director of the Housing Authority to negotiate terms for and enter into an agreement for use of land for a Migrant Head Start Program with Stanislaus County Office of Education (Stanislaus) at CA011004, Los Nogales, Brentwood. II. FINANCIAL IMPACT: There is minimal financial impact from this action. The development of this project would be implemented by Stanislaus, the grantee for the Federal Migrant Head Start Program serving Contra Costa County,as well as other counties in the area. All funds for the development would be provided by the Federal Administration for Children and Families. There are no County general funds required for this action. III. BACKGROUND The Housing Authority was approached by Stanislaus asking if the Authority would be interested in developing vacant lands owned by the Housing Authority adjacent to our existing Head Start facility at the Los Nogales Public Housing Development in Brentwood. The expansion would consist of the installation of a 24 ft. X 40 ft. relocatable classroom building, parking facilities, landscaping, and outdoor recreation area. Stanislaus is the grantee for Federal Migrant Head Start Program funds,serving seven (7)counties in the area, including Contra Costa County. They are desirous of expanding the Migrant Head Start Program to serve the Brentwood area and believed that our site was suitable for these expansion purposes. Further, they regarded the existing Head Start facility to be an asset in operating their program since it provided a staff bathroom and kitchen which could be used by both sets of staff. Stanislaus intends to operate the Migrant Head Start facility through the United Council of Spanish Speaking Organizations (UCSSO); UCSSO is now the program operator for the existing Head Start Program and could easily expand their operations to the new Migrant Program. The Housing Authority intends to work closely with Stanislaus to ensure that the project will be compatible with the Los Nogales Housing Development and the existing Head Start Program. It is my opinion that this expansion proposal presents an opportunity for the Housing Authority to help meet the child care/education needs of Migrant families in the Brentwood area as well as strengthen the existing Head Start Program. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to approve the authorization for an Agreement for Use of Land for the Migrant Head Start Program, the development of a Migrant Head Start Program through the Stanislaus County Office of Education would not proceed at this time.
