SUBJECT: APPROVING THE LIST OF GENERAL CONTRACTORS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
APPROVE Change Order No. 7 to the Contract dated October 5, 1993 ,
for Site Preparation Demolition, Relocation and Modification of
Existing Structures and Features, and the Widening of Street No. 4
at Merrithew Memorial Hospital, 2500 Alhambra Avenue, Martinez,
and
AUTHORIZE the County Administrator, or his . designee, to execute
the Change Order, which provides for the special treatment and
disposition of construction debris :from H and L Wards, not
included iri the original contract for the replacement County :
Hospital project._
II. FINANCIAL IMPACT
Funds in the' capital account established for the project are
sufficient to cover the amount encumbered by this contract, from
bond proceeds specified to the project.
III. BACKGROUND .
During the development of the Construction Documents and prior to
bidding of this phase of . 'the Project the Construction Manager
contacted an Industrial Hygienist regarding the handling and
disposition of construction debris suspected of containing lead
(Pb) based paint. The Construction Manager was advised at that
time that there were no standards regarding the disposition of
construction debris with lead based paint.

List of General Contractors
On October 5, 1993 , the County awarded the contract to the lowest
responsive and responsible bidder, Joe Carone, Inc . In
preparation for the demolition of H and L Wards the Construction
Manager was advised that there were new requirements for removal
of construction debris containing lead based paint. The County
contracted with an Industrial Hygienist to select paint samples
and submit the samples to a laboratory for analysis . The results
indicated that the paint contained lead in excess of the allowable
amount for disposal at a conventional site and would require
transportation to a site certified for the handling of this manner
of construction debris .
Four (4) methods of handling, removal, and disposition were
developed and priced. The estimates ranged from a high of
$803 , 355 to a low of $194, 554 . The estimates have been evaluated
by the Construction Manager. The current construction contract
amount is $1, 319, 009 . 46 . The new guaranteed maximum cost will be
$1, 513 , 563 . 83 , an increase of $194, 554 .37 .
