SUBJECT: APPOINTMENT TO THE EQUAL EMPLOYMENT OPPORTUNITY ADVISORY COUNCIL SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPOINT to the vacant seat on the Equal Employment Opportunity Advisory Council, for the balance of an unexpired term ending November 30, 1994 : Thurman Gupton 2111 Norse Drive Pleasant Hill, CA 94523 BACKGROUND: The Equal Employment Opportunity Advisory Council consists of 11 members representing several categories, including women, minorities and other protected groups; the disabled; employee organizations; County management; minority-owned businesses; and a labor representative involved in training programs . One of the four "women, minorities and other protected groups" seats is vacant and has been advertized, since this was a vacancy which occurred mid-term because of the death of the previous incumbent. .The role of the Council is to advise the Board of Supervisors regarding the implementation of the County's Affirmative Action Plan, review the County Affirmative Action. Program, and recommend actions to facilitate attainment of the' County' s goals for Affirmative Action. Recruitment has been undertaken for this seat and three applications were received. Our Committee interviewed all three applicants on May 23, 1994 . We were impressed with the involvement, commitment and dedication of all three applicants and . hope that they will all become involved in County programs in one way or another. However, we feel that Mr. Gupton was particularly impressive and we are, therefore, recommending his appointment to the EEOAC.
