Contra CostaFROM: Perfecto Villarreal, Director �,• Social Service Department ` DATE: May 20, 1994 County r��e�a `4 SUBJECT: Authorize Contracts Negotiations and Authority to Execute Contracts SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I RECOMMENDED ACTION APPROVE and AUTHORIZE the Director, Office on Aging or his designee to negotiate and execute contracts with Family and Community Services for case management in the amount of $71,821 for FY 1994-95 and with Contra Costa Legal Assistance for the Elderly for legal services in the amount of $75,551 for FY 1994-95. II. FINANCIAL IMPACT 100% State and Federal funds. The funds will be included in the Social Service FY 1994-95 budget. III. BACKGROUND March 21, 1994 the Office .on Aging let Requests for Proposals (RFP's) for case management and legal services. The Office on Aging received three proposals for case management and one for legal services. Staff rejected one of the case management proposals as it was submitted after the deadline specified in .the announcement. Office on Aging (3) SUPERVISORS AND COUNTY ADMINISTRATOR " BY ' DEPUTY M382 (10/88) An evaluation team consisting of members of the Advisory Council on Aging and technical experts reviewed the remaining proposals. Staff aggregated the scores and presented them to the Planning Committee of the Advisory Council on Aging. The Planning Committee reviewed the scores and made funding recommendations Ito the Advisory Council. May 18, 1994 the Advisory Council on Aging approved the recommendations of its Planning Committee and is recommending to the Board of lSupervisors that Family and Community Services, Inc. be awarded the contract for case management and Contra Costa Legal Assistance for the Elderly, Inc. be awarded the contract for legal services. The maximum amount payable under both contracts is a 5% increase over the previous level of funding for these services due to the availability of additional State and Federal funds.
