SUBJECT: APPROVING CONSULTING SERVICES AGREEMENT FOR ARCHITECTURAL
SERVICES FOR REMODELING AT 1305 MACDONALD AVENUE, RICHMOND, FOR
SOCIAL SERVICE DEPARTMENT (WPE942)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I . RECOMMENDATION
A. APPROVE a consulting services agreement with Wilson &
Wilson and Associates, Inc. , 3735 San Pablo Dam Road,
E1 Sobrante, for architectural services for Remodeling
at 1305 Macdonald Avenue, Richmond, for Social Service
Department. The agreement will be effective February
1, 1,994 and will provide for design development,
construction documents, bidding and construction
phases, with a payment limit of $126,000 . 00, which
amount shall not be exceeded without prior, written
authorization by the Director of General Services .
B. AUTHORIZE the Director of General Services to execute
the agreement and to issue written authorizations for
extra work, provided that the cumulative total extra
cost for all such authorizations shall not exceed
$25,000 . 00 .
II . ` FINANCIAL IMPACT
Sufficient funds are available in the Social Service
Department budget to cover the amount encumbered by this
agreement.

SOCIAL SERVICE DEPARTMENT
III . REASONS FOR RECOMMENDATIONS/BACKGROUND
A. The heating ventilating and air conditioning ( "HVAC" ) system
at 1305 Macdonald Avenue is substandard and near the end of
its useful life. Also, the exterior walls are bare,
uninsulated concrete. To make the building more
comfortable, improve worker satisfaction and reduce utility
costs, the County Administrator' s Office and the Social
Service Department have requested renovation of the HVAC
system and insulation of the exterior walls . Further, they
have requested improvements in the reception area on the
first floor to improve public service efficiency.
B. The County has a rare opportunity now to accomplish the
renovation and improvements in the least possible time and
at the lowest possible cost. When the new Social Service
office building in Hercules is completed late this year, it
will be occupied by the staff from two leased buildings, one
on Research Drive in Richmond and one on San Pablo Dam Road
in E1 Sobrante. When these two leased buildings are
vacated, they can be occupied by staff from 1305 Macdonald
Avenue, and the renovation and improvements at 1305
Macdonald Avenue can be accomplished while the building is
empty.
C. Consequently, on March 1, 1994, the Board approved a
consulting services agreement for architectural schematic
design services for these and related improvements at 1305
Macdonald Avenue. The Consultant has completed its
schematic design studies, the County Administrator has
confirmed the project scope and feasibility, and the
Consultant is ready to proceed with design and construction
documents .
D. Architectural services under this agreement will include
design development, construction documents, bidding and
construction phases of the project.
E. Wilson, Wilson and Associates, Inc. , is certified as a women
owned firm and will use subconsultants to satisfy the
Minority Business Enterprise goals of the County' s Minority
and Women Business Enterprise Contract Compliance Program.
F. The County must proceed with this agreement for
architectural services because it does not have sufficient
staff to provide the services .
