RECOMMENDED ACTION: APPROVE Project, and DETERMINE that the project is a California Environmental Quality Act Class 1c Categorical Exemption, and DIRECT the Chief Engineer to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Chief Engineer to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. FINANCIAL IMPACT: The estimated project cost is $93,000, funded by DA-13 Fund (100%). III. REASONS FOR RECOMMENDATION/BACKGROUND: The project includes installing approximately 860 linear feet of 18-inch diameter plastic pipe and four (4) drainage inlets along south side of Alamo Way. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it consists of minor alteration of existing public facilities involving no expansion of use per Section 15301 of the CEQA Guidelines. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and flooding will occur repeatedly damaging residences.
