Specific Request(s) or Recommendation(s) & Background & Justification
I. RECOMMENDED ACTION:
APPROVE Project, and
DETERMINE that the project is a California Environmental Quality Act Class 1c Categorical
Exemption, and DIRECT the Chief Engineer to prepare contract plans and specifications for
construction.
DIRECT the Director of Community Development to file a Notice of Exemption with the County
Clerk.
DIRECT the Chief Engineer to arrange for payment of the $25.00 handling fee to the County
Clerk for filing of the Notice of Exemption.
II. FINANCIAL IMPACT:
The estimated project cost is $93,000, funded by DA-13 Fund (100%).
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project includes installing approximately 860 linear feet of 18-inch diameter plastic pipe and
four (4) drainage inlets along south side of Alamo Way.

It is needed because flooding occurs frequently at the end of Alamo Way due to lack of
drainage facilities resulting in damages in residences.
The project has been determined to be in compliance with the General Plan and is exempt from
CEQA because it consists of minor alteration of existing public facilities involving no expansion
of use per Section 15301 of the CEQA Guidelines.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and flooding will
occur repeatedly damaging residences.

94-15: The project consists of supplementing the existing drainage ditch along Alamo Way with a storm
drain line to correct the drainage problem at the end of Alamo Way. The project proposes to install
approximately 833 linear feet of 12 to 24 inch storm drain pipe and four drainage inlets along the south side
of Alamo Way, north of the drainage ditch. The storm drain line will empty into the existing culvert along
Danville Boulevard. Subject project is located on Alamo Way in the Alamo area of central Contra Costa
County.

Community Development staff has reviewed the attached project, CP 94--C�to determine
if mandatory referral for General Plan Conformance, as required by Section 65402 of the
Government Code, is necessary.
The project needs no further mandatory referral clearance from County staff subject to the
following actions:
(� This project has been determined to be exempt from 65402 review.
( ) This project has been determined to be exempt from 65402 review in
accordance with the Board of Supervisors Resolution 81/522 because the
project involves a road alignment project of a minor nature.
