SUBJECT: URGENCY MEASURE—FUNDING OF SEISMIC RETROFIT HIGHWAY BRIDGES AFTER
THE FAILURE OF PROPOSITION 1A.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION
I. Recommended Action:
1. TO OPPOSE Assembly Bill 1958 by Assemblyman Katz;
2. TO REITERATE the Board of Supervisor's position of support while seeking amendment of
Senate Bill 1433; and
3. TO URGE Governor Wilson to sign Senate Bill 1433 when it arrives at his desk for signature.

III. Reasons for Recommendations and Background:
On June 7, the voters in California rejected Proposition 1A which would have issued a $2 billion general
obligation bond to pay for the State's share of the cost of repairing the public facilities damaged by the
Northridge earthquake of 1994 and to seismic retrofit state highway bridges.
As an alternative, Assemblyman Katz .proposes Assembly Bill 1958. Assembly Bill 1958 will place
earthquake damage repair and seismic retrofit as the highest priority for the State Transportation Funds.
It will freeze the State Transportation Improvement Program (STIP) until all earthquake repair and seismic
retrofit projects are completed. While it is important that the earthquake damages are repaired and that
the State highway bridges are made safe in the event of earthquakes, freezing the STIP will have major
economic consequences to the State. California will not be able to fully utilize all Federal subventions;
many business depend on the improvements provided by the STIP to improve business Conditions and
to lower the transportation costs, and qualified counties count on the projects in the STIP to meet the
Congestion Management Program requirements.

Freezing the STIP will mean that many projects in Contra Costa county will be delayed: These projects
include the Atlas Road Interchange project in West County which is the most critical segment of the $120
million locally funded Richmond Parkway project. The remaining phases of the 1680/24 project will also
be affected.
Because of the above, staff do not think that Assembly Bill 1958 is in the best interest of the State or
Contra Costa County.
Senate Bill 1433 by Senator Kopp, proposes to fund the earthquake repair and seismic retrofit needs by
a temporary gasoline tax increase for 42 months. The Board of Supervisors has previously supported
the concept while seeking amendments to ensure funds going to the Bay Area Toll Bridges. The Board
of Supervisors should reiterate their support for Assembly Bill 1433 in concept in the absence of
Proposition 1A.
Governor Wilson's office has indicated that in light of the failure of Proposition 1A, he will not endorse
any tax increases to fund the earthquake repair and seismic retrofit. Staff feels that the voters only
refused to burden the General funds with additional obligations in this period of fiscal crisis. A user fee,
pay as you go, method is a more appropriate way of financing the transportation needs of the State.
Staff recommends that the Board of Supervisors urge Governor Wilson to accept the user fee, pay as
you go, method of financing the earthquake repair or retrofit needs as contained in Assembly Bill 1433.
