SUBJECT: Animal Welfare Advisory Committee
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
Recommendation
Establish an Animal Welfare Advisory Committee to author a spay-neuter draft ordinance and to analyze the
impacts of such legislation on animal welfare in Contra Costa County. The ad-hoc committee would be
comprised of seven members (1 veterinarian, 1 breeder, 1 animal welfare advocate, and 4 representatives of
animal protection organizations). A representative from the County Animal Services Department would sit
on the committee in an advisory role.
Back round
Each year in Contra Costa County several thousand cats and dogs are taken to pounds and shelters to be
euthanized. Additionally, countless more_cats and dogs end up dying under the wheels of cars, starving,
succumbing'to disease or are the victims of cruelty. There are simply too many.cats and dogs being born
than there are caring persons to provide for them. The need for a spay-neuter ordinance that takes into
consideration the needs of all interested parties, including animal welfare advocates and professional
breeders, in Contra Costa County is evident; establishing the ad-hoc Animal Welfare Advisory Committee is
the first step in achieving that goal.

ADDENDUM TO R.1 ON THE JUNE 28, 1994 AGENDA
Following discussion, the Board DETERMINED that the above
committee will be designated a task force and will beadvisory to
Supervisor Bishop with a sunset of nine (9) months, and that the
cost of .the administration of the proposed ordinance must be
submitted at the same time as the ordinance is submitted for
Board consideration.
The following persons appeared and gave testimony:
Bonnie Aspen, 444 Carlston Street, Richmond, speaking for the
National Pet Alliance, commented that there are no funds
available for enforcing the existing ordinance, and requested
appointments be made to the Task Force through the Internal
Operations Committee, not the Supervisor from District III . She
suggested she be appointed, along with a member of the Kennel
Club.
Norma Placchi, 185 Bridgeside Circle, Danville, of the National
Pet Alliance, supported the comments of Bonnie Aspen
Kenneth Berg, 136 Longfield Place, Moraga, advised that he was a
breeder of dogs and wants the existing ordinance quantified
before the Board takes action on the above proposal . He
volunteered to serve on the Task Force.
Leo B Siegel, 2406 Talavera Drive, San Ramon, was not present to
speak, but left written comments questioning whether County funds
should be expended on this issue.
