HomeMy WebLinkAboutMINUTES - 06281994 - S.2 TO: BOARD OF SUPERVISORS Contra �'•' FROM: Supervisor Tom Torlakson _ Costa June 28, 1994f County DATE: SUBJECT: REVISIONS TO RESOLUTION 88/63--PAID TIME OFF FOR ELECTED COUNTY OFFICIALS SPECIFIC REQUEST(S)OR RECOMMENDATION($)i BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Refer to the County Administrator revisions to Resolution 88/63 (copy attached) regarding paid time off for county employees holding public offices, as outlined below, for consideration by the Board of Supervisors: 4 4 : Starting at line 4, change 1 4 to read: " . . .state-wide regulatory jurisdiction, shall be allowed up to 4 hours per week or a maximum of 20 hours per month. . . . " T 6: Delete entire paragraph. 4 7 : End sentence at line 2, after, "this order. " 1 8 : End the paragraph after "the reason. " Delete last line UAd T 9 : Change 1 9 to read: "The paid time off may be used only to attend meetings of the agency the employee serves and not for the conduct of political campaigns or attendance at fundraisers . " 4 10: End paragraph after the word "accumulated" and delete the rest of the paragraph changing Q 10 to read: "The time off hours provided by this policy may be accumulated. " BACKGROUND INFORMATION: Since 1988, the challenges to local government have increased significantly in my opinion. RESOLUTION NO. 88/63 SUBJECT: paid Time Off for County Employees Holding public Offices WHEREAS this Board recognizes that certain County employees 4 1 serve as elected or appointed public officials of city councils, special purpose districts; school boards; and agencies of the state, including the State Bar, exercising state-wide regulatory jurisdiction; 4 2 WHEREAS these employees, from time to time, attend meetings of said councils, districts, boards, or agencies which are scheduled during the course of their workday; and 4 3 WHEREAS it is difficult for these employees to meet their responsibilities to the public agency they serve absent some provision for additional time off; The Board of Supervisors of Contra Costa County HEREBY RESOLVES q4 that County employees who serve as elected public officials or appointed public officials of agencies of the State exercising state-wide regulatory jurisdiction, shall be allowed up to two (2) hours per week or eight (8) hours per month of paid time off to attend scheduled meetings of the public agency they'serve. The following provisions shall apply to said employees: 1. To qualify for paid time off the employee must hold ¶5 public elected office within the geographic boundaries of Contra Costa County or be appointed to an office of a state agency, including the State Bar, exercising state- wide regulatory jurisdiction. 4 G 2. One week of the employee's annual vacation accrual must be used for this purpose before any such request can be approved. 3. The employee's department must approve the employee's use of time off pursuant to this order and must make a determination that such time off is in the public interest and the interest of the County. 4. The employee must provide his/her department head at 4 8 least twenty-four (24) hours notice stating the reason and necessity for the request in each instance. 5. The paid time off may be used only to attend a scheduled 9f9 meeting of the public agency the employee serves Without pay and not for the conduct of political campaigns or attendance at fund raisers: The time off hours provided for by this policy may be 110 accumulated for one month only; if utilization of such accumulation is not required during the ensuing month any remaining balance is canceled at the end of the month. The policy is applicable effective pebruary 9 , 1988, with departments_responsible for keeping the required timekeeping records.
