COMMEND staff for their ongoing review of Administrative Bulletins and ENCOURAGE staff, under the auspices of the National Performance Review Report Committee, to continue to review all remaining Administrative Bulletins to insure that they are all current accurate and readily available to staff . 4 . AUTHORIZE the County Administrator to put all Administrative Bulletins "on-line" via computer terminal and make them available to all County Departments in an "on-line" manner so it is not necessary to continue to update hard copy paper volumes with all of the changes to the Administrative Bulletins . 5 . AUTHORIZE the County Administrator, Clerk of the Board and Data Processing to explore the feasibility and cost of putting the "Maddy Book" on-line via computer terminal in order to make it more readily accessible to staff and the general public and to insure that it is maintained in an updated manner at all times . 6 . ADOPT the attached Resolution and the recommendations contained therein regarding various actions to take relating to advisory boards, committees and commissions, including abolishing several advisory boards, committees and commissions, directing other studies of some advisory boards, committees and commissions and taking related actions . 7 . REQUEST the National Performance Review Report Committee to continue with their study of areas in which the Board of Supervisors can streamline operations, reduce overhead and administrative costs and make County government more open, accountable and accessible to the general public and forward recommendations to the Board of Supervisors as events warrant further reports . BACKGROUND: On December 14, 1993, the Board of Supervisors adopted the following recommendations from the Internal Operations Committee: "AUTHORIZE the County Administrator to appoint a Committee to Review the National Performance Review report, point by point, over a period of not to exceed six months, and determine what steps can and should be taken by Contra Costa County to take advantage of and implement the concepts and recommendations contained in the report. DIRECT that this Committee include Supervisor Jeff Smith and at least the following Department Heads : The County Administrator The District Attorney The Assistant Personnel Director The Director of General Services The County Counsel The Auditor-Controller The Health Services Director The Social Services Director and such additional Department Heads or other staff as the County Administrator wishes to add to the Committee. "CHARGE the Committee to Review the National Performance Review report with reviewing local mandates, procedures and processes that inhibit the ability of staff to do a good job and remove or recommend the removal or modification of those processes or procedures which can be removed or modified in order to stimulate creativity, streamline government decision-making, move decision- making to the most appropriate level and improve the ability of local government to achieve outcomes rather than simply compliance with processes . " -2- 1 I � I t 1 This is the initial report from our Committee. We are in the midst of a review of our Affirmative Action and MBE/WBE policies and procedures to insure that we are achieving the basic goals of these programs, but doing so in a way that is as streamlined as possible. The Affirmative Action Officer has been required to make quarterly, and more recently semi-annual, reports to the Board of Supervisors on Affirmative Action and MBE/WBE statistics . With the difficulty we have in getting the major portions of the Affirmative Action and MBE/WBE Programs staffed, it seems unnecessary to continue to have less than annual statistical reports on these programs . The County Administrator issues Administrative Bulletins on a wide variety of policies and procedures pursuant to authority granted to him by the Board of Supervisors . Our Committee concluded that many of these Bulletins were outdated, some could be abolished, others are needed but should be updated and that a system needs to be designed to make the Administrative Bulletins more readily available to staff and to keep them up to date on a regular basis . A subcommittee consisting of Ken Corcoran, Vic Westman, Scott Tandy and Dean Lucas is reviewing each of the Administrative Bulletins and reporting to our Committee their recommendations for what action should be taken on each. Data Processing indicates that it would be a fairly simple process to put all of the Administrative Bulletins on the computer and make them available to anyone with a computer. We have spent a great deal of time reviewing each of the 105 advisory boards, committees and commissions that are listed in the "Maddy Book" . In several cases, it is clear that advisory boards have completed the tasks that were set for them, but the entry has not been removed from the Maddy Book. In other cases, we believe that individual supervisors or Department Heads may wish to continue some committees, although we do not believe that it is necessary or appropriate for them to continue to be appointed by the Board of Supervisors and have the Maddy Book entries maintained centrally by the Clerk of the Board. In still other cases, we are recommending that additional work be done and reported back to us before we make a final recommendation to the Board of Supervisors . There are also a number of advisory boards, committees and commissions which are geographically limited in size to one Supervisor' s District. In many of these cases, we are leaving it up to the individual Supervisors to determine whether to continue the advisory body as a Board of Supervisors-appointed body or whether it should be left to the individual Supervisor to appoint the body or whether the body should be abolished. There are also some advisory bodies which we strongly believe should be abolished, even though there may be opposition from some members of the Board of Supervisors or individuals in the community. Finally, there are a number of advisory boards, committees and commissions which are either required by State or Federal law or which we believe are serving a useful purpose and should be continued, although perhaps with a sunset date for review by the Board of Supervisors and with a clear charge as to what the body' s roles and responsibilities are. We will continue to work on a number of other subjects and will forward additional recommendations to the Board of Supervisors as they are ready to be reported back. -3- .Y I 1 1 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA RESOLUTION #94/343 IN THE MATTER OF: The Status of Various Advisory Boards, Committees and Commissions The "Maddy Book" currently contains some 105 advisory boards, committees and commissions . In some cases these bodies are no longer functioning and should be eliminated immediately. In other cases, there are multiple bodies on the same or similar subjects which ought to be looked at to be combined. In other cases, bodies have gotten away from the original purpose for which the body was created and the role and responsibility of the body needs to be reexamined. Finally, in some cases, with the budget reductions that we have faced in recent years we simply have to look at priorities for the use of County staff and need to redefine the process by which policy is determined.
