Martinez, Executive Director DATE: June 28, 1994 SUBJECT: CAMP FIRE CITY KIDS DAY CAMP PROGRAM SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve expenditure of $7,500 from the Housing Authority's Comprehensive Improvement Assistance Program fund account for the 1994 Camp Fire City Kids, Day Camp Program at Los Arboles, CA011008, Oakley, and AUTHORIZE the Executive Director to execute the necessary agreement to implement the program, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Funding for this program is available in the Housing Authority's Comprehensive Improvement Assistance Program fund account. III. REASONS FOR RECOMMENDATION/BACKGROUND: For the past two years the Housing Authority has contracted with the Alameda-Contra Costa Council of the Camp Fire to operate a two week summer City Kids Program in Los Arboles, CA011008, Oakley. This program has been very successful and the Alameda-Contra Costa Council of Camp Fire submitted a report, on the 1993 program to the Housing Authority. The Alameda-Contra Costa County of Camp Fire has proposed a 1994 City Kids' Day Camp for Los Arboles. The program, called Fun Days at Los Arboles, will serve a approximately 50-75 youngsters. The total cost to the 'Housing Authority for this year's program would be $7,500. On June 20, 1994 both the Budget Committee and the Policy & Strategy Committee of the Advisory Housing Commission reviewed the Camp Fire City Kids Day Camp proposal for 1994 and recommended that the Advisory Housing Commission recommend approval of the program to the Board of Commissioners. At its Regular Meeting on June 20, 1994 the Advisory Housing Commission voted to recommend approval of the 1994 Camp Camp Fire City Kids Day Camp Program proposal and to authorize allocation of $7,500 from the Housing Authority's Comprehensive Improvement Assistance Program fund account for this program. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve the expenditure of $7,500 from Housing Authority's Comprehensive Improvement Assistance Program fund account to authorize the Camp Fire City Kids Day Camp Program at Los Arboles, CA011008, Oakley, the youth of those areas will be deprived of a valuable tool to assist them in fighting crime. Camp Fire Boys and Girls May 2, 1994 Ms. Susan.Smith Housing Authority of Contra Costa County 3133 Estudillo Street Martinez, CA 94553 Dear Susan, Camp Fire Boys.and Girls would once again like to offer a six-week program to the children and their families who reside in the Los Arboles housing project in Oakley. We call the program "Fun Days at Los Arboles." We are requesting $7500 to conduct this summer program. Because of a modified year round school schedule at Oakley Union Elementary, we propose that the program operate from June 13 - July 22. Staff training would be conducted prior to the program's opening with weekly staff meetings to continue training and provide evaluation and recommendation regarding the program and its impact on the youth. Youth will be recruited by Camp Fire counselors with the help of the community. We hope to serve 5 to 12 year old youth, most of whom are Latin-American/Hispanic. The program will run 5 hours a day on weekdays. Through "Fun Days at Los Arboles" children will: participate in weekly field trips enabling them to experience safe away-from-home excursions that will increase their self-esteem, their knowledge of their community, and feelings of independence - gain life skills including traveling on public transportation, respecting community parks, museums and other attractions, preparing and cooking nutritious meals and snacks, and working, playing and cultivating friendships, in a spirit of acceptance = better cope.with the sometimes violent and threatening environment in which some live. Through Camp Fire they will learn that community helpers such as the police, firefighters, paramedics, wildlife advocates and other non-profit human services agencies are there to help, not hinder. Experience has demonstrated that this is a major need which allows much of the daily communication between Camp Fire staff and parents to be successful and productive to the program. We expect more parent involvement in 1994 as Camp Fire continues to prove its commitment to the Los Arboles residents.
