SUBJECT: FIRST BAPTIST HEAD START PROGRAM FOR LOS MEDANOS CHILDREN
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE the summer activities program for the children of CA011002, Los
Medanos, to be operated on the West Pittsburg housing development site, as proposed
by the First Baptist Church Head Start, and allocate $8,188 from the Housing
Authority's Local Management Fund to fund this program, as recommended by the
Advisory Housing Commission.
II. FINANCIAL IMPACT:
The Housing Authority has adequate funds in the Local Management Fund to cover
the cost of this program.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The summer activities program proposed by the First Baptist Church Head Start
is the second summer program offered to the younger children at Los Medanos. The
program will require the use of the community building (Lavonia Allen Child Care
Center) located in Los Medanos and will be open to children in the surrounding com-
munity, however, first priority will be given to residents ofLos Medanos. This
month long program will serve approximately 30-40 children between the ages of,3 and
12, will operate five hours per day and will provide lunch and a snack. The cost of
this program would be $8,188.
The Policy & Strategy Committee and the Budget Committee of the Advisory
Housing Commission received this proposal on June 20, . 1994 and both Committees have
recommended that the month long program, at a cost of $8,188, be funded from Housing
Authority Local. Management funds.
At its Regular Meeting on Tuesday, June 20, 1994 the Advisory Housing Commission
voted to recommend approval of a summer activities program for the children of Los
Medanos, to be operated on the West Pittsburg housing development site, as proposed
by the First Baptist Church Head Start, and to allocate $8,188 in Local Management
funds for the operation of the programa

IV. CONSEQUENCESOF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve the expenditure of $7,417
from Housing Authority Local Management Funds to authorize the 1994 summer activities
program at Los Medanos, CAL 11-2, West Pittsburg, the 3 to 12 year olds of that area
will be deprived of a program which provides recreational , educational and social
activities to its participants.

Dear Mr. Martinez:
Again, First Baptist Church Head Start is extremely proud to participate in the Summer
Activities for our Youth in Contra Costa. In order to better facilitate this, we
are requesting $8,188 for operating expenses. The proposed site again will be the
Los Medanos Housing Project in Bay Point using their recreation hall. Our goal for this
year is between 30-40 children ranging from 3-12 years of age. Priority will be given to
the residents of this complex, and reaching to surrounding neighborhoods afterwards.
The purpose of this program is for awareness, enhancement, and growth in the social,
language, physical, and educational areas for our children. The program would run
5 hours a day, with 1 F/T and 2 P/T staff members facilitating. Snack and lunch would
be provided, using the Summer Lunch Program to subsidize a good portion of the cost if
available.
