Bitten, Acting Director of Personnel - f .< Costa �A• County -Pr DATE: June 28, 1994 t SUBJECT: Status of Report to the Grand Jury on the County Review of the Personnel Management Regulations Against the Memoranda of Understanding SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION Acknowledge receipt of report on the comparison of the provisions of the Personnel Management Regulations against those contained in the Memoranda of Understanding. BACKGROUND In accordance with the recommendations contained in the Grand Jury's report on the Merit System, Personnel Department staff have compared the Personnel Management Regulations against the various Memoranda of Understanding and identified differences in language between the two documents. The purpose of this review was to determine if substantive differences existed so that changes could be initiated in either the Memoranda of Understanding or Personnel Management Regulations, subject to meet and confer requirements. As reported in a previous status report to the Board of Supervisors, the review of the Personnel Management Regulations against the various Memoranda of Understanding proved to be a very labor intensive resulting in a considerable amount of staff time and resources being directed to this effort. The document resulting from this analysis is over 50 legal-size pages in length. Due to its length, we have attached only the first page of the document to this report Staff has completed its review and identified those provisions in which differences in language exist. This information was entered into a database and was generated in a format that facilitated the comparative analysis. Comments have been made with regard to each of the Personnel Management Regulations that differ substantially from what is contained in the Memoranda of Understanding for each employee organization. Finally, staff has determined if a change should be sought in the Personnel Management Regulations and/or the Memoranda of Understanding. A final review of each of the recommendations will be made and discussions will begin with employee organizations over needed changes that have een identified.
