SUBJECT: AUTHORIZATION OF A GENERAL PLAN AMENDMENT STUDY FOR THE
PROPOSED CROCKETT SENIOR HOUSING PROJECT
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Authorize a General Plan Amendment study for the Hargreave's property (APN's: 354-125-006;-
007; -009; -010) in the Crockett area. The proposed plan amendment is to change the existing
County General Plan land use designation from Commercial to the Multiple Family Residential, Very
Hish Special (45.0 - 99.9 units/net acre) land use designation to ultimately support a 34 unit senior
housing project. The authorization of this study does not imply endorsement of the plan
amendment.
FISCAL IMPACT:
The applicant has requested a waiver of the $10,000 general plan amendment fee. Staff is
recommending that because of the non-profit affiliation of the project proponents, that the general
plan amendment fee be waived in favor of a time and materials approach for purposes of recovering
staff costs incurred on this project. An initial deposit of$2,000 shall be made and additional deposits
shall follow as staff time is accrued towards the general plan amendment application.
BACKGROUND/REASONS FOR RECOMMENDATIONS:
The project proponent, Christian Church. Homes of Northern California has worked closely with the
Crockett Senior Housing Committee over the past several months in discussing the possibility of a
constructing a senior housing project in Crockett. The general plan amendment area is located on
the northeast corner of Wanda and Second Streets, in downtown Crockett, and near some of the
essential services which a senior housing population would use. The entire project is intended to help
achieve the County's affodable housing goals. A density bonus is al o intended to be part of the
project should the general plan amendment be approved. The projec envisions the construction of
up to 34 affordable senior housing units.

RE: CROCKETT SENIOR HOUSING
Dear Matt:
This is a request on behalf of Christian Church Homes of Northern California and the
Crockett Senior Housing Committee to amend the General Plan relative to developing 34
units of affordable senior housing in Crockett at the corner of Wanda and Second Streets.
We hereby request the Board of Supervisors to consider authorizing a General Plan
amendment study at the North East Corner of Wanda & Second comprising 15,000 sf.
The Sponsors intend to process a parallel P-1 Zoning-application along with the General
Plan Amendment.
The features of the requested general plan amendment are as follows:
1. The proposed land use change would be from Commercial to Multiple Family
Residential, Very High, Special (MS) to accommodate a low income senior housing
project. Based on the density range of the MS land use designation, up to 27 units
could be supported.
2. The entire project is intended to meet the County's affordable housing requirements
which would make it eligible for a density bonus under the provisions of that program.
Also under the provisions of State Housing Law, a density bonus may be awarded to
an affordable housing project above and beyond that which is allowed by the
governing general plan. The project proponents seek a-25% density bonus of seven
additional units, which would bring the project total to 34 units.
3. We understand the need to recoup staff cost in processing the plan amendment
applications. Because this project is being sponsored by non-profit housing interests,
we request waiver of the $10,000 general plan amendment fee. We understand that
such waived fees may later be recovered as matching funds for Federal Home project
grants.
Please advise what additional steps we should take at this time.
