(1)$20,000 in FY92 HOME funds to St. Vincent de Paul of Contra Costa (SVDP) to determine the feasibility of developing 39 units of newly constructed multifamily rental housing units affordable to lower-income families in the City of Pittsburg; and (2)$15,000 in FY 93 HOME funds to increase the affordable housing development capacity of SVDP; and (3) AUTHORIZE the Deputy Director -Redevelopment, or his designee, to enter into legal documents with SVDP, the project sponsor, to carry out these activities. FISCAL IMPACT No General Funds are involved.FY92 and FY93 HOME funds were provided to the County through the U.S. Department of Housing and Urban Development via formula allocation. Garnett) Community Development BY AAAA 1--li DEPUTY St. Vincent de Paul file D1.10(h)(1.5) BACKGROUND/REASONS FOR RECOMMENDATIONS St. Vincent de Paul of Contra Costa (SVDP) owns a 2.9 acre site located at 390 Central Avenue in the City of Pittsburg. The organization is committed to working with an accomplished housing developer to develop proposed affordable multifamily rental housing, to be called Solari Gardens Apartments, on this site. The purpose of this project is to assist SVDP in developing their capacity for affordable housing development and to provide funds for predevelopment to determine the feasibility of developing Solari Gardens Apartments. As proposed and if feasible, this project will provide 39 units of newly constructed multifamily rental housing affordable to lower income households in East County, including a minimum of 13 units affordable to and occupied by households with incomes at or below 50 percent of area median income(AMI). The remainder of the units will be affordable to and occupied by households with incomes at or below 60 percent AMI. The requested HOME funds will be used for predevelopment and capacity building. If approved, the funds will be provided in the form of a zero- interest loan, payable out of the construction loan or forgivable if the project proves infeasible. Affordability restrictions will be incorporated into the loan documents. The total cost of this project is $44,500. The budget and sources of funds for this project are: Source Amount County FY 1992 HOME $ 20,000 County FY 1993 HOME $ 15,000 St. Vincent de Paul funds 9 450 TOTAL $ 44,450 Use Amount Predevelopment $ 28,150 Staff development and training 16 300 TOTAL $ 44,450 Predevelopment activities eligible under this contract include architectural, engineering, and environmental studies of the current site, and tax credit and project consultant fees. Capacity building activities eligible under this contract include staff salary and training for a part-time Housing Project Developer/Coordinator. Following determination of feasibility, SVDP will identify and apply for.project financing, and complete predevelopment conferences with the City of Pittsburg, including securing building approvals. SVDP has been designated as a Community Housing Development Corporation (CHDO) for purposes of participating in the Contra Costa County HOME Program. Since it was established in 1958, the Contra Costa. Council of SVDP has been providing job skills training and employment opportunities for the disabled, minority, and economically disenfranchised population throughout the County. This project provides SVDP, working with an accomplished nonprofit housing developer (Community Housing Opportunities Corporation - CHOC), with the desired opportunity to expand into the field of affordable housing development. a:E94-1:\svdp ordr.wpd
