OF COMPLIANCE AND MEDI-CAL COST AVOIDANCE PROGRAM
AGREEMENT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Authorize the Chair of the Board of Supervisors to sign the
attached County Subvention Program Certificate of Compliance and
the Medi-Cal Cost Avoidance Program Agreement as administered by
the California Department of Veterans Affairs (CDVA) . Copy of
CDVA bulletin attached for information.
FINANCIAL IMPACT:
.The above agreements enhance the county general fund. CDVA
.estimates the FY 1994-95 Contra Costa County allocation for
County Subvention to be $33, 768 per section 972 of the Military
and Veterans Code of California. The estimated allocation for
Medi-Cal Cost Avoidance activity is $28, 275 per section 972 . 5 of
the Military and Veterans Code.

BACKGROUND:
CDVA administers the above two revenue programs per California
Code of Regulations, Title 12, Subchapter 4 . CDVA conducts
annual audits of our operations to determine if our workload is
consistent with reported workload activity. CDVA also performs
quality control review of work performed.

Certificate of Compliance
Charge:
Contribution to counties toward compensation and expenses of their
County Veterans Service Office according to Military and Veterans
Code Sections 972, and 972 .1, a State General Fund Expenditure.
County Certification
I certify that- Contra Costa County has appointed a veteran to
serve as the County Veterans Service Officer according to
California Code of Regulations Title 12, Subchapter 4. This County
Veterans Service Officer administers the aid provided for in
Military and Veterans Code Division 4, Chapter 5.
I further certify that the County Veteran Service Officer will
assist every veteran of any war of the United States and the
dependents of every such deceased veteran in presenting and
pursuing such claim as the veteran may have against the United
States, arising out of war service, and in establishing the
veteran's right to any privilege, preference, care or compensation
provided for by the laws of the United States or of this state.
I also agree that this county, through the County Veterans Service
Office, will maintain annual records for audit. These records will
be maintained until the final allocation of funds for the subject
fiscal year is issued by CDVA. We will also submit reports in
accordance with the procedures established by the CDVA. The County
Veterans Service Officer will permit CDVA representatives to
inspect all facilities and records.
I further authorize County Veterans Service Officer to actively
participate in the promotion of the California Veterans License
Plate program. I understand that funds generated through the
Veterans License Plate program will be allocated to counties
beginning January 1, 1995, and that the success of this program
hinges on active County Veterans Service Office involvement.
I further certify that Contra Costa County is an Equal

AGREEMENT
CALIFORNIA DEPARTMENT OF VETERANS AFFAIRS (CDVA)
AND Contra Costa COUNTY
1994/95 FISCAL YEAR
MEDI—CAL COST AVOIDANCE PROGRAM
I certify that Contra Costa County has appointed a County
Veterans Service Officer (CVSO) in compliance with California Code
of Regulations, Title 12, Subchapter 4. Please consider this as
our application to participate in the Medi-Cal Cost Avoidance
Program authorized by Military and Veterans Code Section 972.5.
I understand and will comply with the following:
1. All activities of the CVSO, for which payment is made by the
CDVA under this agreement, will reasonably benefit the
Department of Health Services (DHS) or realize cost avoidance
to the Medi-Cal program.
2 . All monies received under this agreement will be allocated to
and spent on the salaries and expenses of the CVSO.
3 . This agreement is only binding if federal funds are available
to the CDVA from the DHS.
4 . The CVSO is responsible for administering this program
according to the California Code of Regulations, Title 12,
Subchapter 4 .

SUBJECT: FISCAL YEAR 1994-95 SUBVENTION CERTIFICATE OF COMPLIANCE AND
MEDI-CAL AGREEMENT
Attached are the County Subvention Programs Certificate of
Compliance and the Medi-Cal Cost Avoidance Agreement for fiscal
year 1994-95. Please take the necessary steps to have these
agreements signed by the Chairperson of your County Board of
Supervisors.
These forms are being provided to you prior to the start of
the new fiscal year to allow ample time for you to arrange
signature. The signed originals of these forms are to be returned
to:
California Department of Veterans Affairs
Veterans Services Division
1227 'O' Street, Room 101
Sacramento, CA 95814
Please note that the signed originals must be received by the
Veterans Services Division by December 31, 1994 in order for your
county to participate in these funding programs. This does not
mean that you should wait for the December Board meeting to present
them for signature. The earlier we receive the agreements the
better.

This bulletin format will be used by the CDVA Veterans Services Division as a standard way of
communicating information to County Veteran Service-Officers. The objective is to provide a format that
can be easily maintained by the'CVSO. The first two digits in number of each"Bulletin"will show the year
of issue,the following number indicates the consecutive'number of the issue during the year.
