CABLE T.V. ADMINISTRATOR
DEFINITION
Under direction, develops, administers, coordinates, and enforces cable television
ordinances and contracts; develops and coordinates television and video production;
coordinates public information program activities; reviews and makes
recommendations on budget, staffing and administrative policy matters for assigned
departments; and performs related work as required.
DISTINGUISHING CHARACTERISTICS: This single position class reports to an
Assistant County Administrator and is distinguished by its responsibility for all
regulation issues regarding cable T.V. franchises in the unincorporated areas of
Contra Costa County. This position is further distinguished by its responsibility
for supervising production of in house cable T.V. programming and selected public
information officer's duties.
TYPICAL TASKS
- Manages; negotiates, enforces, and revises the provisions of County
ordinances and franchises governing operations of cable television operators;
- Manages the television and video production programming of Board of
Supervisors and other County-sponsored meetings and hearings;
- Plans, organizes and staffs in-house television and video production functions
for Public, Educational, and Government.Access;
- Directs the development and coordination of County cable broadcasting;
- Establishes cable television goals and objectives;
- Manages and evaluates technical staff engaged in cable television production,
assigning, reviewing, and evaluating work as needed;
- Creates and issues statements for release to the media;
- Serves as a liaison to community and city governments to develop plans to
promote involvement of citizens, non-profit groups, and the business
community in local cable television programming;
Responds to and investigates citizen and subscriber complaints and questions;
Conducts administrative and budgetary analysis:
Reviews various Department budget and personnel requests;
Formulates recommendations and prepares reports on proposed and requested
actions;
Represents the County Administrator in relations with departmental officials
and others in the accomplishment of program objectives.
MINIMUM QUALIFICATIONS:
Education: Possession of a baccalaureate degree from an accredited college or
university with a major in .Communications, Television Production, Business
Administration, Public Administration, Public Relations or a closely related field.
Experience: Three years of full time or equivalent experience in the management
and/or regulation of cable television franchises.
Substitution for Academic Major: One (1) year of additional qualifying experience
may be substituted for the required undergraduate academic major.
Substitution for Experience: Possession of a master's degree in communications,
television production, business, or public administration or a closely related field
may be substituted for one (1) year of the required experience.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of general operations, legislation, and legal issues involved in cable
television and video production and programming; knowledge of accepted principles,
techniques and practices of local government administration including organization,
planning, work measurement, budgeting, and personnel; knowledge of general local
government functions, issues, and operations; ability to manage, plan organize and
administer a variety of projects in cable television franchise, video production and
public information/awareness program areas; ability to negotiate, monitor, and
enforce short and long-term contracts; ability to evaluate programs in terms of cost
effectiveness and utility to County government; ability to anticipate and respond to
cable programming and public information/awareness needs; ability to make effective
public presentations; ability to supervise staff; ability to analyze and interpret
factual data; and ability to prepare comprehensive reports and proposals.
