Dear Members of the Board:
Recently Robert Chapman, Chair of the Board of Fire
Commissioners for Contra Costa Fire sent you a letter
(dated June 6 , 1994 ) identifying industry as a SPECIAL
INTEREST GROUP that should not be included in the new
Board of Fire Commissioners under the consolidated plan.
The Riverview Fire Commission has supported the inclusion
of industry from the start of the new commission process .
Riverview Fire District currently has two representatives
from industry on their out-going commission. The
representatives which I am one have brought different
ideas and outlook 'to the commission. Chair Robert Lewis
has written' ,letter's in support of industry' s inclusion on
the new board. Because of this relationship, Riverview
Fire has had an excellent working relationship with
industry since its formation in the 1970s..
Considering that industry makes up the major part of the
tax base in Contra Costa County, its views on fire
service should not be excluded. Many large industries
including Dow, Tosco, Shell , Chevron and Unocal have
their own emergency response personnel and equipment on
site . Although they pay a large tax base, the use of the
fire service to these facilities is minimal .
Although Mr. Chapman considers industry a special
interest group, as one of two industry seats on Riverview
Fire Commission, I feel industry has supported the fire
service in many ways including;
a. Tax base paid to Contra Costa County
b. Training of municipal fire fighters
c. Representatives to Commissions
d. Response to county hazmat incidents (Rhone
Poulenc & General Chemical )
Industry in this county has been silent on the issue of
inclusion into the makeup of the new Fire Commission for
Contra Costa Fire District because we felt the Board of

Supervisors knew inclusion of industry would strengthen
this board.
Mr . Chapman' s letter identifying industry as a SPECIAL
INTEREST GROUP is far from the point. Industry is and
will continue to be a major supporter of our fire
service . In this respect, please treat industry as you
would any city or region of this county. Industry should
have a seat on the new Board of Fire Commissioners
identified as an Industrial Representative .

To: ALL BOARD OF SUPERVISORS
This letter is to request that you revisit the motion that
was made by Supervisor Tom Torlakson regarding the two at
large seats on the fire commission.
The Board of Directors of the Antioch Chamber of Commerce
feel that at least one of the two at large seats should be
filled by a representative of the industrial community
irrespective of the make-up of the other five seats.
We strongly urge you to place this item back on your agenda
as soon as possible so the make-up of the commission may be
clarified.
