Accept status report on the East Contra Costa Intermodal Transit
Access Project.
FISCAL IMPACT
None. Subsequent Board actions may be necessary to commit local
share matching funds for the PVEA grant.
BACKGROUND/REASONS FOR RECOMMENDATIONS
California State Senate Bill No. 314, approved by the Governor in
October 1993 , designates Contra Costa County as the recipient of a
$200, 000 grant from the Petroleum Violation Escrow Account (PVEA)
to plan improved rail and bus transit access, transit connections,
and transfer points to the east county area.
In May 1994, the Community Development Department initiated the
first step in securing the PVEA fund grant with submittal of a
project proposal entitled "East Contra Costa Intermodal Transit
Access Project" (attached as Exhibit "A") . The purpose of this
project is to develop and implement a comprehensive intermodal
transit access program for eastern Contra Costa County. When the
new Bay Point BART Station opens, residents in eastern Contra Costa
County will be served by the BART system, a 100-mile rail transit
network serving the urban core of the Bay Area. According to BART
forecasts, more than 90% of the patrons will access this new
station via private automobile. The intermodal transit access
program is intended to improve and coordinate bus feeder services,
develop complementary park-n-ride facilities, .and plan pedestrian
and bicycle enhancements to provide East County commuters with
easier, convenient alternative modes of access to the Bay Point
BART Station. In addition, this program would examine the improving

intermodal transit connections at other locations in East County.
The project would be implemented in conjunction with the opening of
the Bay Point BART Station in 1997.
The project proposal was prepared in consultation with staff from
Tri-Delta Transit and BART. It is anticipated that activities
described in this grant proposal will involve direct participation
by the transit operators, such as Tri-Delta Transit and BART, and
the local jurisdictions. The TRANSPLAN Committee has been
suggested as the appropriate body to provide policy guidance in the
development of this intermodal access program.
Once the project proposal has been approved by U.S. DOE and
Caltrans, the Transportation Committee will return to the Board of
Supervisors with a recommendation on the following actions:
1) approve a formal PVEA funding agreement with Caltrans;
2) allocate $50,000 in Navy Mitigation Funds (Port Chicago Hwy.
closure) as the local match to the project;
3) seek participation by transit operators and local
jurisdictions, and secure agreement with TRANSPLAN Committee
to act as policy advisory group.
This may occur as early as August or September.

The energy savings estimates are; derived from two source :
projections on mode of arrival at ithe Pittsburg/Bay Point BART
Station in year 2000 prepared by th San Francisco Bay Area Rap�d
Transit District (BART) and foreca is made by the Metropolitan
Transportation Commission on automo ile fuel efficiency and fuel
prices in the year 2000 . it is nticipated that the maximum
energy savings will be realized in She year 2000 when the progrim,
has been fully implemented. See autachmenz- for more detail.
The overall goal of this Project is -o encourage transit and other
alternatives mode of transportation to access the new Bay Poirt
BART Station. With the opening lof Pittsburg/Bay Point BART
Station in 29.07, the residents of eastern Contra Costa County will
be able to access 10Q mile of hea,)y urban rail transit network
operated by the SF Say Area Rapid Transit District . In order to
access the transit network, BART forecasts that 32% of the patrons
by the year 2000 will access this new station via priv4e
automobile . To encourage Commuters to use other alternative
transportation modes, the internodal transit access plan will
improve and coordinate bus
feeder : system to facilitate easie;r,

With these improvements, transit rid rship is expected to increa e
from improved access to the BART sy tem or buses, and frons east 4
transferability between various tr nsit modes . This will al;o
provide East County residents with a viable alternative to drivi4q
alone to the new BAR'" station, w',:ich will result in fuel and
energy savings, improved mobiliiy, and redticed automobile
emissions in eastern Contra Costa County.
