County SUBJECT: State Route 4, Safety Proposals SPECIFIC REQUEST(S)OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION 1. Recommended Action: 1. Support Supervisor Tom Torlakson and the City of Hercules' proposals to request that Caltrans designate State Route 4 from Interstate 80 to Cummings Skyway as a daylight test section. 2. Accept the Public Works Directors report on the proposal to convert State Route 4 and Cummings Skyway into one way couplets. 3. Reiterate the Board's position that State Route 4 improvements from Interstate 80 to San Joaquin County are the highest priority highway projects in the County, and 4. Urge the Contra Costa Transportation Authority to designate the same and to develop a financial plan to implement needed improvements to State Route 4. 11. Financiallmpact None to General Fund III. Reasons for Recommendations and Backaround: Supervisor Tom Torlakson, in March, 1994, requested that Caltrans designate State Route 4 from Interstate 80 to Cummings Skyway as daylight test section to reduce accidents on this route. Reasons for Recommendations and Background: (conrd) and voted to request the Board support Supervisor Torlakson's request. On May 10, the Board received a resolution from the City of Hercules requesting Caltrans to take the same action and requesting the Board's support. The Committee contacted Caltrans and was told the daylight test section will be implemented in June of this year. On May 10, the Board also directed the Public Works Director to investigate the feasibility of combining State Route 4 and Cummings Skyway into a one way couplet as a means to avoid head on collisions. The Public Works Director has reported that geometric limitations and circulation problems created in the City of Hercules, have rendered it infeasible to reconfigure State Route 4 and Cummings Skyway into a one way couplet. A copy of the report is attached. The Board has previously supported the designation of State Route 4 improvements from Interstate 80 to the San Joaquin County line as the highest priority project in the County. The Committee recommends the Board urge the Transportation Authority to develop a financing plan to improve the safety, as well as the capacity needs, of the State Route 4 corridor. The financing plan is important because a recent draft of the Regional Transportation Plan, prepared by the Metropolitan Transportation Commission, indicates there will be limited federal or state funds for transportation in the next twenty years. Funding for improvements to State Route 4, beyond that in the Authority's strategic plan, will not be available unless we explore other non- traditional means of financing. Since State Route 4 is a priority to the County, it is important the Transportation Authority take steps to develop a financial plan to provide for the future of State Route 4. IV. Consequences of Negative Action: The Board's desire will not be known.
