SUBJECT: REPORT ON 1994-95 WORK PLAN FOR THE WOMEN'S ADVISORY COMMITTEE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)'&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . APPROVE the attached Work Plan from the Women' s Advisory
Committee for the 1994-95 fiscal year.
2 . REQUEST the Women's Advisory Committee to report back to the
Internal Operations Committee in late fall, 1994 after they
have conducted the public hearings in each Supervisorial
district as they are identified in this Work Plan and indicate
in what areas they believe they should be working in the
coming year.'
BACKGROUND:
In recommending appointments to the Women' s Advisory Committee on
April 19, 1994, the Internal Operations Committee also recommended
that the Board of Supervisors ask the Women' s Advisory Committee to
prepare a 1994-95 Work Plan and return it to the Internal
Operations Committee by June 1, 1994 .
On June- 13, 1994, our Committee met with Wanda Harris and Sharon
Barone from the, Women' s Advisory Committee and reviewed the
attached Work Plan.
Our Committee believes that we need to get the Women's Advisory
Committee more involved in broader County issues . This can be done
either by encouraging the Women' s Advisory Committee to bring
issues to the attention of the Board of Supervisors or by having
the Board of Supervisors refer selected issues to the Women's
Advisory Committee and ask for the views and recommendations of the
Women' s Advisory' Committee on these issues.

We have encouraged the Women' s Advisory Committee to be more
proactive on issues that are of concern to the Women' s Advisory
Committee. Ms . Harris and Ms . Barone indicated that they would be
in a better position to make such recommendations to the Board of
Supervisors after they have held the hearings in each of the
Supervisorial districts to receive input on what issues are of
concern to the community. Two hearings are being held in each
district in order to allow working women to attend a hearing either
in the evening or on a Saturday. The other hearing will probably
be during the daytime on a weekday.
As a result, we believe that it is appropriate for the Board of
Supervisors to approve the Work Plan and process which the Women' s
Advisory Committee has outlined. However, we are also interested
in meeting with the Advisory Committee again in late November or
December, after these hearings have been held, in order to get a
better sense of what issues the Women' s Advisory Committee believes
it should pursue.

Since 91/92 our budget has been reduced by two-thirds ($17,730 to $5,436). This
amount has barely allowed us to remain operational and has significantly affected our
ability to undertake long term projects. In order for us to implement and follow
through on our 94/95 work plan we will need $13,535 in supplemental funding;
requiring a total budget of $18,971.
Our first activity is to finalize a brochure about the committee as our present
brochure is very outdated (Attachment #2). In the Fall of 1994, we plan to conduct
hearings in various locations throughout the County to provide better citizen access
and involvement. These hearings will be followed by focus groups during Spring
1995. Attendees will include individuals who attended the public hearings and
various community agency representatives. We plan to present the Board with a
report on our findings and recommendations in the Summer of 1995. The 94/95
budget includes part of the cost for the summit meeting scheduled for Fall 1995.
This cost includes obtaining a facility and initial planning for the summit.
We hope you will approve our 94/95 work plan and funding to implement the activities
indicated and will refer our request for supplemental funding to the full Board for
consideration. Our committee is the only County appointed Board that specifically
addresses women's'issues. We do not duplicate work of any other agency or
organization. We believe this work plan meets our mission of improving the economic
status, social welfare and overall quality of life of women in Contra Costa County.

ACTIVITY PLAN
CONTRA COSTA COUNTY WOMEN'S ADVISORY COMMITTEE
(1994-1995)
MISSION:
The mission of the Women's Advisory Committee is to improve the economic status,
social welfare and overall quality of life of women in Contra Costa County.
OBJECTIVES:
Become a focal point for women's issues in Contra Costa County.
Provide the Board of Supervisors with realistic input regarding women'
issues in the county.
Work with the Internal Operations Committee of the Board of Supervisors in
developing a long range plan for women, children and families in Contra Costa
County.
ACTIVITIES: The following are activities that will help the Women's Advisory
Committee meet its objectives.
BROCHURE - Finalize a brochure that will be used as an information piece
concerning the Women's Advisory Committee - Timeframe Summer 1994.
PUBLIC HEARINGS - Two hearings per supervisorial district. The purpose
is to obtain input regarding pressing issues from a cross section of women
living in the area. Timeframe for hearings - Fall 1994.
FOCUS GROUPS - Ten meetings to cover the different supervisorial districts.
The purpose'is to further define and develop a working plan on the pressing
issues affecting women in Contra Costa County. Individuals attending the
public hearings and various community agency representatives will be invited
to the focus groups to discuss and develop recommendations for addressing
issues raised at the public hearings. This information will be presented in a
formal report to the Internal Operations Committee of the Board of Supervisors
to use as an assist in developing a long range plan for women, children and
families in Contra Costa County. Timeframe for focus group meetings -
Spring 1995.
COMPLETE REPORT - A formal report on the findings from the public
hearings and focus groups and recommendations will be prepared and
presented to the Board of Supervisors. Timeframe - Summer 1995.

SUMMIT MEETING - Meeting hosted by Women's Advisory Committee;
attendees would be other womens groups in county. The purpose is to share
information, gain additional input and support from these groups and
coordination of efforts to better the conditions of women in the County. The
summit will be used to develop long range plans for the Women's Advisory
Committee. Timeframe for summit meeting - Fall 1995.
RESOURCE FAIR - Serve as a means of letting women know what resources are
available in the county. Would be a collaborative effort of all interested
groups. Timeframe for resource fair - April 1996.
