SUBJECT: APPEAL of County Planning Commission APPROVAL of Land Use Permit
Application #1070-90 - Vic Quilici (Applicant) - By: John & Doris

SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Accept the environmental documentation prepared for this pro-
ject as being complete and adequate.
2 . DENY the appeal of Mr. & Mrs. John Olsson.
3 . Approve Land .Use Permit #1070-90, as recommended by the
Planning Commission at the April 5, 1994 meeting.
4 . Approve the conditions of approval as recommended by the Comm-
ission at the April 5, 1994 meeting.
5. Approve the findings contained in the resolution of the County
Planning Commission as the basis for your Board's action.
FISCAL IMPACT: None.
BACKGROUND/REASONS FOR RECOMMENDATION:
The background for this project is reviewed in the April 5, 1994
Staff Report to the County Planning Commission. The Commission
reviewed the issues of appeal raised by Mr. & Mrs. Olsson in
regards to pedestrian safety, diminishing property values and
encroachment of views.
The Commission after taking testimony voted to approved the
application with , the elimination of the flat roof requirement
imposed by the County Zoning Administrator.

JUNE 21, 1994
On June 14, 1994, the Board of Supervisors continued to this date the
hearing on the appeal by John and Doris Olsson from the decision of the
Costa County Planning Commission as the Board of Appeals granting a
request by Vic Quilici to establish a zero (0) foot setback and a zero (0) foot
sideyard for the reconstruction of an existing garage (LUP 1070-90) in the
Crockett area.
Dennis Barry, Community Development Department, presented the
staff report on the matter.
The following persons presented testimony:
Betty Quilici, 1525 Flora Street, Crockett;
Vic Quilici, 1525 Flora Street, Crockett;
Candice Stoddard, 1111 Civic Drive, #380, Walnut Creek,
representing John and Doris Olsson;
Anna Brown, 1434 Lillian, Crockett;
John w. Olsson, 1525 Flora Street, Crockett.
The public hearing was closed.
On recommendation of Supervisor Smith, IT IS BY THE BOARD
ORDERED that staff recommendations 1, 2, 3, 4, and 5 are APPROVED.
