Dear Supervisor Powers:
As you are aware, in keeping with the recognition of the need for a South County
Community College campus in the County General Plan, a college site was
included as an element of the Dougherty Valley Specific Plan. We have appeared
and provided information at public hearings, met with County Community
Development Department staff and written to your Board when necessary in
furtherance of establishing this much needed campus. Data concerning the
operation of the proposed campus has been provided for the EIR and subsequent
traffic studies.
We are aware that a settlement agreement to legal action pending against the Plan
appears imminent, in which case the project is expected to move ahead. We are
advised that a Capital Improvement Plan (CIP), which identifies key public
infrastructure within the project, will be part of the agreement. We are concerned
with the status of the college site at this time and wish to ensure that a future site
remain part of the Specific Plan. It occurs to us that a mention of the site in the
CIP would be an appropriate means of ensuring this goal.
We request the board to exert the necessary effort to provide adequately for this
important public facility. We will be comfortable with whatever procedures you
find most appropriate. We are prepared and anxious to work with all parties

concerned to obtain the necessary site to meet the higher educational needs of South
County residents.

Your letter dated May 5, 1994 has been referred to me for response. I hope that we can
set up a meeting with the developers in Dougherty Valley and Tassajara Valley, in addition
to the City of San Ramon and your consultant, Linda Best.
The purpose of the meeting would be to look at a map, look at existing documentation, and
discuss our options for a Community College site. I have been coordinating this meeting
with Linda Best.
