Re: Proposed Animal Control Ordinance
Dear Supervisors:
I am the President of the German Shorthaired Pointer Club of California,
Inc. , one of the largest clubs in the country promoting the welfare of the
German Shorthaired Pointer. Since, like myself, many of our members are
residents of Contra Costa County, I am writing to- 'express our opposition to
the recently published intention of Supervisor Gayle Bishop to propose a
mandatory spay/neuter ordinance modeled after the one in effect in San Mateo
County. For the., reasons that follow, we urge you to vote against any
proposal to consider ' a new, animal control ordinance.
The principal objection we have to the. enactment of any such legislation
is that, public records 'show the levels of animal euthanization have been
historically and dramatically declining over many years, and without any
ordinance being in effect. At the same time, you will find that San Mateo
County's own published statistics show its ordinance has cost that county
tens of thousands of dollars (over $50, 000 last year) to implement, while it
has had no effect on reducing the number of animal euthanizations. Quite the
contrary, statistics show that the number of euthanizations increased in the
unincorporated areas after the ordinance was enacted, while conforming to
historical trends and decreasing in the areas not subject to the ordinance.
Our club would rather see our. limited county resources spent on
augmenting those programs already proven to be successful and which have been
the cause of the historical decrease in the number of animals handled at our
animal shelters. Increased funding of voluntary spay/neuter clinics, is just
one .example. We would be more than happy to explain several others to you.
