SPECIFIC REQUEST (S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE application for Federal Enterprise Communities designation for
the Greater Richmond Area, NOMINATE the.. Greater Richmond Area for
designation as an Enterprise Community (Exhibit A hereto) ; and
AUTHORIZE the Chair, County Administrator, and/or the Deputy Director
- Redevelopment to execute and submit necessary documents to complete
the filing of the application.
FISCAL IMPACT
None . The designation as an Enterprise Community could result in
additional federal funding flowing to the Richmond area in the social
services, human services, health services, housing, economic
development, community services and education areas .
BACKGROUND/REASONS FOR RECOMMENDATIONS
In August 1993 Congress passed legislation that provides for a
nationwide competition to identify 104 areas in which comprehensive
community revitalization efforts would be supported with federal

assistance . The legislation authorized the designation of six
"Empowerment Zones" . and 95 "Enterprise Communities . " Based on the
eligibility criteria, six census tracts in the Richmond area were
selected by the community for inclusion in an Enterprise Community
Application (Exhibit A) . The selected census tracts include the
unincorporated North Richmond area. Hence, the application for
federal Enterprise Communities designation is a joint application
with the City of Richmond.
The designation as an Enterprise Community would qualify the area
to receive up to $3 million in Social Services Title XX grant
funds, programs, eligibility for tax exempt facility 'bonds to
support private business activities, and special consideration for
funding under numerous federal programs . The process of developing
this application has included three community-wide meetings; the
creation of six task forces, which met a minimum of four times
each; as well as numerous hours spent at the technical level by
both city staff and County staff. County involvement included
representatives of the County Administrator' s Office, Private
Industry Council, the Health Services Department, Sheriff' s Office,
Social Service Department, Housing Authority, Community Services
Department, Community Development Department, and the Redevelopment
Agency of the County.
Applications for Enterprise Community designation must be submitted
to the federal government on or before June 30, 1994 . The
application must be submitted for review by the State of California
on or before June 10, 1994 . On behalf of the aforementioned County
departments, I am pleased to make this recommendation to you.

joint application for federal Enterprise Communities designation. The County of Contra
Costa has been involved in efforts to revitalize and stabilize the North Richmond area for
over fifteen years through the administration/implementation of the Urban County CDBG
Program. In addition, the Social Service Department is in the process of participating in the
establishment of a Service Integration Team in the community of North Richmond. This
team will provide a wide array of social services on a decentralized basis in cooperation with
the Health Services, Probation and other County departments. The federal Enterprise
Communities designation will assist the City and County in furthering these efforts.

Block Grant Program,the County of Contra Costa has been involved in a sustained effort to revitalize
and stabilize the North Richmond area. As the current Chair of the Citizen's Advisory Committee
charged with the task of developing a recommended CDBG Program to the County Board of
Supervisors, we have become aware of the significant challenges facing the North Richmond area.
The County's CDBG Program has been a major funding source for a comprehensive and coordinated
program designed to improve public safety, improve health and human services, upgrade community
facilities and infrastructure, provide and preserve affordable housing, and promote job creation. The

This letter is to express my strong support for the City of Richmond/Contra Costa County joint
application for federal Enterprise Communities designation. The County of.Contra Costa has been
involved in efforts to revitalize and stabilize the North Richmond area for over fifteen years through
the administration/implementation of the Urban County CDBG Program. Through the CDBG
program the County has invested over $4 million in community improvements, housing projects and
economic development activities. Projects funded include day care centers, a senior center, new
homeownership housing, rehabilitation of owner-occupied and investor-owned housing, and
supportive services for community based non-profits delivering critical services to the North
Richmond population. In addition, the Community Development Department is in the process of
"reinventing" its land use regulations to achieve the goals of streamlining, greater predictability, and
protection of community interests. The federal Enterprise Communities designation will assist the
City and County in furthering these efforts.

RE: Greater Richmond Area Enterprise Communities Application
This letter is to express my strong support for the City of Richmond/Contra Costa County joint
application for federal Enterprise Communities designation. As the chief staff person coordinating
the effort of Contra Costa County in the Enterprise Communities process, I was pleased to Co-Chair
with David Thompson, Redevelopment Director for the City. In that capacity, I attended over 15
community, task force, or technical committee meetings. The strength of the application is in this
process. To further the implementation of the Enterprise Communities program,upon designation
I will be forwarding a recommendation to the Redevelopment Agency governing board to partially
fund a coordinator position for three years ($75,000 over three years).
The Contra Costa County Redevelopment Agency has been involved in a major effort to revitalize
and stabilize the North Richmond area since 1987 when a Redevelopment Program was adopted for
the North Richmond community. The Redevelopment Agency is responsible for the coordinated
implementation of programs designed to upgrade community facilities and infrastructure, provide and
preserve affordable housing, and promote job creation. The Redevelopment Program has the ability
to provide up to $40 million in financing for community projects and improvements. The federal
Enterprise Communities designation will assist the City and County in furthering these efforts.
Examples of the Redevelopment Agency activities include:
• Land acquisition/development financing for a 91 unit single family development
designed to provide affordable housing opportunities in the North Richmond
community (total development cost= $12.7 million);

• Land acquisition/development financing for a 50 unit senior citizen housing project
(total development cost = $5 million);
• Targeted code enforcement and rehabilitation program designed to integrate property
abatement activities to revitalization activities(current budget @ $100,000);
• Gap financing of major flood control improvements that will remove the North
Richmond community from the 100 year flood plain (total cost= $27 million);
• Pledging current and future revenues to transportation improvements designed to
improve internal circulation(total cost= $5.6 million);
• Funding job training and supported employment projects(total project= $240,000).

Richmond and Richmond areas.
