Bragdon Director of Community Development DATE: June 21, 1994 SUBJECT: CDBG and HOME Project Agreements and Loan Documents for the Transitional Housing Shelter for Battered Women and Children SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Deputy Director-Redevelopment, or his designee, to: (1) execute a HOME Project Agreement with Battered Women's Alteratives(BWA)to provide$105,000 in HOME funds to establish an Emergency and Transitional Housing Shelter for Battered Women and Children in Central County; (2)execute a Community Development Block Grant (CDBG)Project Agreement with BWA to provide $150,000 in additional funds for this project; and(3) execute required loan documents for this purpose. FISCAL IMPACT No General Funds are involved. CDBG and HOME funds are provided to the County through the US. Department of Housing and Urban Development via formula allocation. Garnett) Community Development BY ,DEPUTY Battered Women's Alternatives BACKGROUND/REASONS FOR RECOMMENDATIONS On October 12, 1993,the Board of Supervisors approved an allocation of$105,000 in FY 1993 HOME Investment Partnership Act funds to Battered Women's Alternatives for use in establishing a new emergency and transitional housing shelter for battered women and children in Central Contra Costa County. On March 1, 1994, the Board approved an additional $150,000 in Community Development Block Grant(CDBG) funds for this same purpose. In order to establish the Shelter, BWA will acquire an existing multifamily housing complex in Pacheco and rehabilitate the structures to provide 24 emergency shelter beds and eight units of transitional housing. In addition to shelter,BWA will provide a variety of appropriate onsite services, including but not limited to counseling, child care, and employment and job readiness training. In addition, clients will be referred to appropriate offsite services. Emergency shelter and services will be provided at no cost to the target population, while the transitional housing units will be affordable to and occupied by very-low income battered women/children. Rents for the transitional units will not exceed the HOME rent maximums or 30 percent of gross monthly income, whichever is less. The total costs of this project is $1,398,550. The development budget and sources of funds for this project are: Source Amount County FY 1994/95 CDBG $150,000 County FY 1993 HOME $105,000 City of Antioch CDBG $ 28,000 City of Concord CDBG $113,584 City of Walnut Creek CDBG $ 28,000 FHLB Affordable Housing Program $ 60,000 Private Donations $393,966 Private Lender Financing $500,000 BWA Funds X000 TOTAL $1,398,550 Use Amount Predevelopment $ 42,250 Acquisition $927,000 Rehabilitation $409,300 Relocation 20,000 TOTAL $1,398,550 County CDBG and HOME funds will be used to cover a portion of the site acquisition costs. All County funds will be provided to BWA for this project in the form of a 40-year deferred loan. Affordability and use restrictions will be recorded against the property and will apply through the loan term. At the end of 40 years, the loan may be forgiven in exchange for an additional 20 years of required affordability and use as emergency/transitional housing. BWA has been providing emergency shelter and services in the County for 16 years, including operation of the only transitional housing shelter for abused women and children.
