APPROVE Amendment No. 1 of the Consulting Services Agreement, and authorize the County Administrator or his designee to execute the Amendment effective May 31, 1994 . 2 . AUTHORIZE the County Administrator or his designee to issue written authorization for extra work, provided that the cumulative total extra cost for all such authorization shall not exceed $10,000 . FINANCIAL IMPACT: Amendment No. 1 authorizes up to $50,000 for construction management services . Funds in the capital account (75% State Board of Corrections grant and 25% County match) are sufficient to cover the amount encumbered by this Amendment. In addition, contingency funds also are sufficient to cover extra work- anticipated by item I .B. above. REASONS FOR RECOMMENDATION/BACKGROUND: In September 1990, the County made application to the Board of Corrections for additional housing for women at the West County Detention Facility (WCDF) . Proposition 86 grant funds were committed to the County. Given changes in projected inmate populations, level of staffing available at the WCDF and management changes required to separate the male and female populations, the County did not proceed with construction of an additional housing building in accordance with the grant propos 1 . This proposed project would allow women inmates access to the same programs and services now only available in centralized facilities. These new facilities will thus allow the Sheriff's Department to fully separate the male and female inmate populations . On September 16 , the Board of Corrections approved the County's request and granted a six-month extension for the construction award of this grant project to March 30, 1994 . Failure to award would have resulting in losing state grant funds . To meet this stringent deadline, the County established a follow-on contract with O'Brien-Kreitzberg & Associates (OKA) , the project management firm selected earlier to provide comprehensive project management services for the design, construction and occupancy phases of the WCDF. The initial agreement included services required to oversee design, manage the construction bid and award process, prepare the agreement between the County and the Board of Corrections and get construction underway. On March 15, the Board authorized award of construction and executed the grant agreement with the California Board of Corrections. On May 2, the construction contractor was issued a Notice to Proceed, which established a construction substantial completion date of January 30, 1995 . Construction is currently ongoing under direct construction management and administration provided by O'Brien-Kreitzberg & Associates . In order to assure quality and comply with the requirements of the Board of Corrections, OKA's services will be required throughout construction. This amendment provides for these ongoing services .
