HomeMy WebLinkAboutMINUTES - 06211994 - 1.4 (2) THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this order on June 21, 1994 by the following vote: AYES : Supervisors Smith, Bishop, DeSaulnier, Torlakson and Powers NOES: None ABSENT: None ABSTAIN: None SUBJECT: Resolution No. 94/ 323 In the Matter ofAbolishing and Restoring Positions and Laying Off and Re-appointing, Employees in the County Head Start`` Program for Summer and Fall 1994 The Contra Costa County Board of Supervisors in all of its capacities as the governing body of the County and of the Districts and Agencies of which it is the governing body RESOLVES THAT: 1 . The Board has considered the report of the Community Services Director to the County Administrator which advises that the Head Start program has been designed and funded generally to operate on a ten ( 10) month schedule and that most positions were budgeted in the 1993 Head Start work plan to stop work during the month of June, 1994 . 2 . The Board has considered the impact of limited funding and the staffing necessary for the efficiency of County government operations and has considered the staff retention plans submitted by the Community , Services Department for the Head Start Program under its jurisdiction. 3 . In order to keep expenditures within available funding or to keep staffing at the level necessary for efficient operations, it is necessary to abolish the positions described below on the dates indicated for reasons of economy, lack of funds or because the necessity for the position(s) involved no longer exists and to lay off employees accordingly. In addition to those positions approved by the Board on May 17, 1994 (Resolution No. 94/265) , to be laid off and re-established, the three positions listed below will be abolished and two employees laid off effective July 8, 1994 . The positions will be re-established effective September 4, 1994 . Head Start Program Monitor-Project #00309, 00310 and 00410 (Position 00410 is vacant. ) 4 . The Director of Personnel shall prepare lists showing the order of layoff of affected employees . 5. The Community Services Director, in which department such positions are abolished, shall issue layoff or displacement notices, as the case may be, and give notice to affected employees of the Board's action. 6 . For purposes of this specific layoff, employees currently enrolled in a health or dental plan may be re-enrolled in the same plan upon return to work from this layoff. SparDirector SUBJECT: Additional Head Start Lay Off Requirements This is to advise you that due to Head Start funding limitations we may be required to cancel the classification of Head Start Program Monitor and possibly lay off two incumbents of that classification for the summer break. We had planned to keep these positions active and, therefore, did not include them in the original Head Start lay off request. We are requesting relief from this requirement from the Head Start Regional Office, however, if that relief is not granted we must proceed with the lay off. I am, therefore, submitting a Board Order authorizing this action in the eventuality that approval is not granted. If we obtain relief from this lay off requirement prior to the June 14, 1994, Board meeting, we will request that this Board Order be withdrawn.
