SUBJECT: ELIMINATE ONE SEAT ON THE KELLER CANYON LANDFILL CITIZENS'
ADVISORY COMMITTEE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ELIMINATE the seat on the Keller Canyon Landfill CitizensAdvisory
Committee previously reserved for a representative from the Contra
Costa Water District, thereby reducing the size of the Committee
from eleven members to ten, nine of whom are voting members and one
of whom is a non-voting member.
BACKGROUND:
The Keller Canyon Landfill Citizens ' Advisory Committee currently
consists of eleven members, including the City of Pittsburg, County
Planning Commission, Contra Costa Water District, Citizens United,
Bay Point Municipal Advisory Council, two representatives from.
environmental organizations, the Ambrose Park and Recreation
District, Delta, Board of Realtors and Interdenominational
Ministerial Alliance. Browning-Ferris Industries is a non-voting
member of the Committee.
The County has been advised by the Contra Costa Water District that
they no- longer believe it is necessary for the District to be
represented on the Advisory Committee. The District has noted that
its goal in being a member of the Advisory Committee was to ensure
that the landfill was constructed and operated in a manner that did
not impact District water• supplies or facilities . Inview of the
fact that the landfill has operated for nearly two years without
impact on the District, the District believes that it no longer
necessary for it to be represented on the Citizens Advisory
Committee.

It is therefore recommended that the seat previously reserved for
a representative from the Contra Costa Water District be
eliminated.

SUBJECT: MEMBERSHIP CHANGE FOR THE KELLER CANYON LANDFILL LOCAL
ADVISORY COMMITTEE
The Contra Costa Water District has requested that their membership seat on the Keller Canyon
Landfill Local Advisory Committee (LAC) be removed. The District has indicated that their
goal in participating in the LAC was to ensure that the construction and operation of the landfill
did not impact the District water supplies or facilities. After two years of operation the landfill
has not had an impact on the District and therefore the District does not feel that continued
participation on the LAC is warranted.
Therefore, staff recommends that the Board of Supervisors:
DELETE the seat on the Keller Canyon Landfill Local Advisory Committee
reserved for the Contra Costa Water District, at the request of the Contra Costa
Water District.

Genersi Manager Canyon Landfill Local Advisory Committee
Dear Mr.Zahn:
Contra Costa Water District (District) has participated on the Keller Canyon
Landfill Local Advisory Committee(LAC)since its inaugural meeting in September,
1991. The LAC has afforded the District the opportunity to monitor construction
and operation of the landfill, implementation of the conditions of approval and
concerns of the surrounding communities. The primary goal of District
participation was to ensure that the landfill was constructed and operated in a
manner that does not impact District water supplies or facilities.
Since the landfill has operated for nearly two years without impact on the District,
and given the District's ongoing water quality monitoring program, continued
participation on the LAC is not essential to maintaining the integrity of District water
supplies and facilities. The District, therefore, requests that the Board of
Supervisors remove the District from membership on the LAC.
