MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: JUNE 21, 1994 SUBJECT: INTRODUCE PRELIMINARY ENGINEER'S REPORT AND ORDINANCE NO. 15 FOR SANITATION DISTRICT NO. 19 AND SET HEARING DATE FOR APPROVAL OF ANNUAL SEWER AND WATER SERVICE CHARGES AND ADOPTIONS OF FINAL ENGINEER'S REPORT AND ORDINANCE NO. 15. Project No.: 7393-6X9E90 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8-BACKGROUND AND JUSTIFICATION I. Recommended Action: 1. INTRODUCE the County Sanitation District No. 19 Ordinance No. 15 and Preliminary Engineer's Report. 2. SET July 12, 1994 at 11:00 a.m. in the Board of Supervisors' Chambers, 651 Pine Street, Martinez, California, as the time and place for a public hearing to consider oral and written objections orcomments concerning establishing the annual sewer service charges and adoption of Ordinance No. 15 for Sanitation District No. 19 Fiscal Year 1994-95. 3. DIRECT THE CLERK OF THE BOARD to publish a notice of the time and place of the hearing including a general explanation of the matter to be considered at least 14 days prior to the hearing to Government Code Section 6066. 4. DIRECT that, at least 10 days before the public hearing, the District shall make available to the public, data indicating the amount of cost, or estimated cost, required to provide the service for which the charge is levied, and the revenue sources anticipated to provide the service. II. Financiallmpact: The above actions have no impact on County finances. Services to Sanitation District No. 19 are funded entirely by the annual sewer and water service charges. Reasons for Recommendations and Background: The Public Works Director, as Engineer Ex Officio of the Contra Costa County Sanitary District No. 19 has filed with the Clerk of the Board a written report containing a description of each parcel of real property receiving water and sewer service from the District and the proposed amount of charge, computed in conformance with the charges prescribed in District Ordinance No. 15, for each parcel for Fiscal Year 1994-95. IV. Consequences of Negative Action: The collection and treatment of waste water and sewer service is necessary to protect the public health and the environment.
