Dear Ms. Pavers:
NOTICE OF CONDITIONAL APPROVAL — JOB TRA-INI1 , PARTNERSHIP ACT TITLE II JOB
TRAINING PLAN AND TITLE III SUBSTATE PLAN FOR PROGRAM YEARS 1994 AND 1995
The Job Training Partnership Act (DTPA) Job Training Plan, that includes
the Title II Job Training and the Title III Substate Plans for Program
Years 1994 and 1995, jointly submitted to the state by you and the
Private Industry Council for the Contra Costa County Service Delivery
Area (SDA) , has been given conditional approval. Full approval has been
delayed because the JTPA Oversight Committee of the State Job Training
Coordinating Council (SJ'ICC) , which net on June 1, 1994, to certify
consistency of Job Training Plans with the Governor's Coordination
Criteria and to review and ccnuient on the Title III Substate Plans, was
unable to take action because it lacked a quorum. The SJ'ICC will
reconvene later in June to complete this final step in the plan approval
process. Once the SJ'1LC takes the necessary action, we will notify you
in writing about the full approval of this plan.
Upon receiving full plan approval, you will be authorized to. implem>ent,
as of July 1, 1994, the subgrant agreements which provide the means to
draw cash and expend Title II and Title III program funds. In addition,
optional program elements which must be fully described in the Job
Training Plan before they can be implemented, including but not limited
to, intra-title fund transfers, selection of additional barriers to
employment, and payments to participants, are approved if, and as,
described in the plan. Any program option not currently included or
fully described in the plan will require an approved plan adjustment or
modification before the option can be used. Procedures needed to
complete plan adjustments and modifications will be issued separately.
_ Please be aware that certain elements in the Job Training Plan,
specifically those related to performance standards, expenditures, and
compliance with cost limitations, do not supersede standards and
requirements established by DTPA, its regulations, state law, or state
policy. Program performance and compliance with cost limitations and
expenditure requirements will be measured separately, following standards
and requirements established by JTPA, its regulations, and state law and
