As we discussed yesterday, attached is the request of David L.
Brandon on behalf of the East Bay Amateur Radio Club for a
proclamation declaring the weekend of June 24-26, 1994, as East
Bay Amateur Radio Field Day in Contra Costa County.
Please review and advise if this is appropriate for listing on

Dear Supervisor Powers:
I wish to acquaint you with an upcoming event in the area, and to ask for your help as well. The event
is Field Day--and dozens of East Bay Amateur Radio operators will work around the clock on the
weekend of June 24-26 to set up field radio stations, get on the air,and contact thousands of other
operators in the U.S. and Canada as partof their participation in Field Day, sponsored by the American
Radio Relay League(ARRL).
Field Day is the annual exercise for the amateur radio operators("hams")around the country to test
their emergency communication skills. We'll be using portable generators, batteries, and solar power
to operate the radios and other gear for exchanging information rapidly with other stations.
The conditions will not be ideal—but will serve to simulate an emergency communications set up. The
East Bay Amateur Radio Club will operate from Berkeley Marina's North Waterfront Park beginning at
11 a.m.on June 25 and continuing for 24 hours. From noon till 6 p.m.we are inviting the public to visit
and learn more about Field Day and ham radio in general. Other ham radio groups will operate from a
variety of locations around the Bay Area and across the country. 1 hope you will take the opportunity
to visit one of these sites.
On behalf of the1ocal amateur radio community(not just our Club), 1 wish to ask for your help. Would
you consider issuing a proclamation or other appropriate communication recognizino amateur radio's
contributions to emergency preparedness? I am enclosing a draft proclamation which may serve as a
model. If you have any questions, I would be happy to answer them. I know there are many hams in
the area who have been working formally or informally with local emergency staff people,and who
would appreciate your support in this form.

The East Bay Amateur Radio Club, Inc., founded 1947, is a California non-profit corporation.
The club is open to anyone interested in amateur radio.
DRAFT Proclamation for Amateur Radio Field Day
Whereas Contra Costa County has hundreds of licensed amateur radio operators who have
demonstrated their value in public assistance by providing emergency radio communications; and
whereas these amateur radio operators donate their services to their community; and
whereas they are on alert for any emergency, local or worldwide,and practice their communication
skills during the Amateur Radio Relay League, Inc. Field Day exercise; and
whereas this year Amateur Radio Field Day will take place on June 25 and 26;
Now therefore be it resolved that 1,Tom Powers, Chair of the Board of Supervisors, hereby declare the
week of June 19
Amateur Radio Week
In recognition of this important emergency preparedness exercise, and call-upon all citizens to pay
appropriate tribute to the amateur radio operators of our county.
