TO: BOARD OF SUPERVISORS
FROM: Anne Marie Gold, County Librarian
DATE: May 31, 1994
SUBJECT: ESTABLISHMENT OF A REVISED FINE SCHEDULE FOR COUNTY LIBRARY
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
FIX June 21, 1994, at 11:00 a.m. for a public hearing on the establishment of a revised fine schedule for the
County Library.
FINANCIAL IMPACT:
Increase fines for adult materials from 10 cents per day to 20 cents per day, for children's materials from 5
cents per day to 10 cents per day and reduce maximum fine on videos from $15.00 to $5.00. These
changes will generate approximately $125,000 in additional revenue in fiscal year 1994-95.
REASONS FOR RECOMMENDATION/BACKGROUND:
Continuing budget cuts have necessitated a review of the Library's fine and charges schedule. An increase
in fines will provide funds that will partially offset the loss of property tax money that was transferred to the
State in 1993-94 fiscal year.
The reduction in the maximum fine on videos is proposed so that it will be the same as the maximum fine
on adult materials.
A copy of the proposed fines will be on file at the Clerk of the Board's Office, Room 106, 651 Pine Street,
Martinez, ten (10) days prior to the date of the hearing.
The resolution proposed by the County Librarian will supersede Resolution No. 93/739.
