HomeMy WebLinkAboutMINUTES - 05031994 - WC.2 WC2 TO: BOARD OF SUPERVISORS Contra FROM: WATER COMMITTEE WJIa Supervisor Tom Powers (Chair) ^,.�, ,,.�,}� , Supervisor Tom Torlakson �,Jl„II Il�/ DATE: May 3, 1994 SUBJECT: REPORT ON SHIP CHANNEL PROJECTS SPECIFIC REOUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize long-term open-ended County contracts for Michael Cheney (Maritime Consultant), and Del Smith (Lobbyist) for their services on the San Francisco-to-Stockton Ship Channel project, for at least $25,000 per year, beginning in January 1994, and continuing through the life of the project (through 1999). FISCAL IMPACT Costs associated with the two consultant contracts (above) will be.paid by the Ship Channel users, which are the oil companies benefiting from this project (Shell Oil,Wickland Oil,Tosco Refining, Exxon U.S.A., and Pacific Refining). No cost for consultant services will be paid by the County . REASON FOR RECOMMENDATION/BACKGROUND During recent meetings of the Ship Channel users, it has been determined that consultant Mike Cheney (Maritime Engineer) and Del Smith (Washington D.C. Lobbyist) should be under contract through the County. Previously, Mike Cheney's contract has been handled through COLAB, but interest in continuing this arrangement has waned. Both contracts will now be handled through the County, and paid by the ship channel users. As the contracts will be handled by the County, (despite the fact that payment occurs through different sources), it is necessary to obtain Board approval, as contracts will be at least $25,000 per year and is likely to occur through the life of the project, slated for completion in 1999. Per the Board of Supervisors' requirements, County contracts of more than $25,000 must be approved by the Board. The $700,000 slated for Corps use in 1995 for this project is remaining in the Federal Budget. Congressman George Miller testified in support of this project, as did Supervisor Powers. Initial agency scoping of the Environmental Impact Statement/Report (EIS/EIR), is underway, with the County and the Corps outlining information to be included, as well as disposal alternatives and other outstanding issues needed for environmental review. This is required prior to the Corps issuing a work order allowing environmental review to commence. Other work related to numeric modelling for salinity and air quality modeling are in progress. Reports on chemical composition of dredge materials and berth sediments will be completed in the short-term. RG:rw RRG2:6-3we2.4bd
