THE BOARD OR SUPERVISORS OF
CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on May 3, 1994 by the following vote:
AYES: Supervisors Smith, Bishop, DeSaulnier, Torlakson, Powers
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: Board Representation on Various Committees/Boards
Supervisor Bishop advised that she would not be able to
continue her membership on the Executive Board of the California
State Association of Counties, and the Criminal Justice Agency
Planning Board. She advised that she would be able to remain a
member on the Hazardous Materials Commission at this time.
IT IS BY THE BOARD ORDERED that Members of the Contra
Costa County Board of Supervisors are APPOINTED to the following:
Supervisor Jeff Smith Executive Board of the
California State Association
of Counties
Supervisor Mark DeSaulnier Alternate member to Supervisor
Smith on the Executive Board
of the California State
Association of Counties (re-
placing Supervisor Smith)

IT IS FURTHER ORDERED that Supervisor Mark DeSaulnier
is DESIGNATED as the Board's liaison to the County Justice System
Executive Council.

SUBJECT: MEMBERSHIP ON CRIMINAL JUSTICE BODIES
This confirms our telephone conversation yesterday.
At the Tuesday Board meeting, Supervisor Bishop indicated that she
no longer had the time to serve on the Criminal Justice Agency
Planning Board and the County Justice System Executive Council .
CURRENT SITUATION
1 . Criminal Justice Agency of Contra Costa County
The bylaws permit two Supervisors to serve on the Planning
Board. Both Supervisor Bishop and you are members . The
Criminal Justice Agency Planning Board is a joint powers
agency that meets once or twice a year to make decisions on
allocation of a limited amount of federal dollars coming into
the County.
2 . County Justice System Executive Council
This is a small group made up of the District Attorney,
Sheriff-Coroner, Chief Probation Officer, Public Defender,
Presiding Judge of Superior Court and President of the
Municipal Court Judges' Association. Supervisor Bishop is
currently the principal liaison with this group and you are
her alternate. This group meets monthly and was always
intended to be a small informal group to enhance interagency
coordination in the justice area and the courts.
RECOMMENDATIONS
1 . Criminal Justice Agency Planning Board
I would recommend that you stay as a member of this Board and
see if there is another Board member who is willing to become
the second representative.
2 . County Justice System Executive Council
In keeping with the purpose of the group, I recommend that no
Board member be appointed as a representative to this body.
However, I do believe it would be a good idea for you to
indicate that you would be available to meet with the group at
its request.
