MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: MAY 3, 1994 SUBJECT: CONTRACT AWARD RECOMMENDATION FOR PHASE II CONSTRUCTION AT CONTRA COSTA COUNTY-BYRON AIRPORT, AIP PROJECT 3-06-0008-05, -06, & -07 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE addenda numbers one, two, and three. These addenda provide clarifications to the plans and specifications, make minor changes to the quantities, and allow the contractor more options in material selection. They do not substantial affect the bid. AWARD the contract for furnishing labor and materials for the subject project to Teichert Construction, the apparent low bidder, in the amount of $4,220,248.90, plus Additive Alternates #2 ($30,000), #3 ($10,000), and #6 ($15,000), for a total of $4,275,248.90 as outlined on the Bid Schedule, and at the unit prices submitted; and REQUIRE the contractor to present surety bonds for Payment and Faithful Performance each in the amounts of$$4,275,248.90. Additive Alternatives #1, #4, and #5 may be awarded at a later date and will be presented to the Board at that time. DIRECT the Public Works Director to prepare the contract for the project. AUTHORIZE the Public Works Director to sign the contract on behalf of the Board subject to the Director having reviewed and found sufficient all required documents, including the contract signed by the contractor, the aforementioned surety bonds, and a certificate of insurance. DIRECT that, in accordance with the project specifications an upon the execution of the contract by the Public Works Director, any bid bonds posted by the bidders be exonerated and any checks or cash submitted for bid security be returned. II. Financial Impact: Ninety percent (90%) of the project will be funded by the Federal Aviation Administration. The local share (10%) will be paid out of the Airport Enterprise Fund.
