SUBJECT: RESPONSE TO BRENTWOOD RECREATION AND PARK DISTRICT REQUEST
FOR RESOLUTION TO CHANGE THE NAME OF THE DISTRICT
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
( 1 ) In response to a request from the Brentwood Recreation and
Park District for a Board resolution changing the name of the district
to the Delta Recreation and Park District, recommend not changing the
name of the district at this time until the LAFCO process of examining
the future of the district has been completed.
( 2) Likewise, communicate objection to any efforts by the park
district to take parkland dedications and in lieu fees until the LAFCO
process is completed.
( 3 ) . Further, recommend that the district pass resolutions
indicating a clear policy commitment to not pursue control of park
dedications and in lieu fees unless the county (and its municipal
councils agree) or the City of Brentwood agrees or any other future
city agrees .
BACKGROUND INFORMATION: The idea of a name change and the
possibility of changing .governance to an elected board status are
worthy of options for consideration in the -future, but should not be
considered further at this time--until the LAFCO process is completed.

Dear Mr. Torlakson,
This letter is in response to an item on this mornings agenda for the Board of Supervisors meeting at 10:00
a.m.
Specifically, it has to do with your recommended action item concerning the proposed name change of the
Brentwood Recreation and Park District, in lieu parks, and the option of an elected board of directors. As
you are aware we have entered into good faith negotiations with the City of Brentwood in relation to the
items. Therefore, we feel that this item should be pulled from the agenda all together. We have tried to
reach you to make this request since Friday afternoon. If this cannot be accomplished, we would like to
respond to the recommended action in the following manner-
1.) We have agreed to postpone the requested name change of the Brentwood Recreation and Park
District to the Delta Recreation and Park District. As per our name change request, confusion as to the
service provider has been an acknowledged problem by both the District and the City. In the future such a
name change would benefit both entities.
2.) The District is entitled to receive the park fees as the community wide provider for. recreation
services. It is not the intention of the District to collect these fees. However, it is the hope of the district to
be a welcomed participant in the determination of the use of these fees. At this time it would be
inappropriate to pass any resolution in regards to park dedications and in lieu fees until specific roles are
jointly determined.
3.) The District board has the opportunity to determine board representation through the appointed or
elected options. Popular opinion views elected officials as more responsive and accountable to the
constituents served. At present, there appears to be significant support for the elected option.
