SUBJECT: SITING OF CALIFORNIA CONSERVATION CORPS IN CONTRA COSTA COUNTY
Specific Request(s) or Recommendation(s) & Background & Justification
RECOMMENDATIONS:
1 . Support in concept the location of the California Conservation Corps in
Contra Costa County.
2 . Authorize the Chair of the Board to communicate the Board's support of
this concept to the Governor and the County's legislative delegation.
3 . Authorize the County Administrator to participate in a planning effort
with the. California Conservation Corps and other interested parties
regarding locating the Corps in Contra Costa County.
FINANCIAL IMPACT:
The California Conservation Corps is supported by the State general fund and
revenue from contracts with various agencies that utilize Corps members .
These agencies could be cities, counties, park districts and, similar
agencies .
REASONS FOR RECOMMENDATION/BACKGROUND:
We have been informed by staff of the State of California Conservation Corps,
which is a unit within the State of California's Resources Agency, that the
Corps is interested, in having a unit located within Contra Costa County. The
California Conservation Corps is a statewide. program utilizing voluntary
participation of young adults in a program designe pr 'de work

experience, remedial education and service to the community. The Corps does
a variety of work throughout the State including extensive work within the
State Parks System involving maintenance and related tasks . Siting the Corps
within Contra Costa County would provide County and city agencies, regional
agencies such as East Bay Regional Parks and East Bay Municipal Utility
District, and State agencies located in the County, including units of the
State Park System with a readily accessible source of labor to perform tasks
that otherwise would not be done. We have had a preliminary meeting with
representatives of the Corps to explore this possibility. Present at the
meeting were Supervisors Tom Torlakson and Mark DeSaulnier, the Juvenile
Court Judge, County Administrator, District Attorney, Sheriff-Coroner, and
other interested parties . Corps representatives have indicated they wish to
convene a planning group made up of interested persons throughout the County
that can discuss what options are available at the local level to locate the
Corps within the County. At this point, we are asking the Board of
Supervisors to support this concept in principle, to indicate such support to
our Governor and elected representatives, and to authorize our County' s
participation in this planning effort.

Dear Mr. Coleman:
Today, the Contra Costa Board of Supervisors approved a report from the County
Administrator regarding the California Conservation Corps. (See attached) We support
the concept of the Corps locating in Contra Costa County and we are prepared to meet
with you to do the planning necessary for this concept to become a reality.
We believe the Corps has demonstrated its effectiveness in other locations and we hope
to be able to offer our young people the opportunity to perform similar, valuable public
service in our County.
Please continue to coordinate your local planning efforts through the County
